THE ROLE OF SCHOOL ADMINISTRATORS IN DRIVING POLICY INTO PRACTICE OFLAMPANG PRIMARY EDUCATION SERVICE AREA OFFICE 2

Abstract

This research have a purpose to study the roles of school administrators in driving the policy into practice of Lampang Primary Educational Service Area Office 2 and to compare the roles of school administrators in driving organizational management policies of the Primary Educational Service Area Office. Lampang Region 2. The population for this research was 1,050 teachers in schools under the Office of Lampang Primary Educational Service Area Region 2. The sample group consisted of 285 teachers by stratified random stratification according to school size. Statistics used in the analysis were mean, standard deviation. T test and F value test

การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาบทบาทของผู้บริหารสถานศึกษาในการขับเคลื่อนนโยบายสู่การปฏิบัติของสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 2 และเพื่อเปรียบเทียบบทบาทของผู้บริหารสถานศึกษาในการขับเคลื่อนนโยบายการบริหารองค์กรของสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 2 ประชากรในการวิจัย คือ ครูในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 2 จำนวน 1,050 คน กลุ่มตัวอย่าง ได้แก่ ครูผู้สอน จำนวน 285 คน โดยวิธีการสุ่มแบบแบ่งชั้นตามขนาดสถานศึกษา สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟ

จากผลการวิจัย พบว่า 1) บทบาทของผู้บริหารสถานศึกษาในการขับเคลื่อนนโยบายสู่การปฏิบัติ ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 2 โดยภาพรวมอยู่ในระดับมาก และรายด้าน พบว่า ด้านการจัดการศึกษาเพื่อความมั่นคงของสังคมและประเทศชาติ อยู่ในระดับมากที่สุด มีค่าเฉลี่ยสูงสุด รองลงมา ด้านการปรับสมดุลและพัฒนาระบบการบริหารจัดการศึกษา ด้านการพัฒนาและเสริมสร้างศักยภาพ ทรัพยากรมนุษย์ ด้านการสร้างโอกาสในการเข้าถึงการศึกษาที่มีคุณภาพ ด้านการจัดการศึกษาเพื่อเพิ่มความสามารถในการแข่งขันของประเทศ และด้านการจัดการศึกษาเพื่อพัฒนาคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อม มีค่าเฉลี่ยต่ำที่สุด อยู่ในระดับมาก 2) จากผลการเปรียบเทียบบทบาทของผู้บริหารสถานศึกษาในการขับเคลื่อนนโยบายสู่การปฏิบัติของสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 2 จำแนกตามขนาดสถานศึกษา โดยภาพรวมแตกต่างกัน และเมื่อพิจารณารายด้าน พบว่า ด้านการจัดการศึกษาเพื่อความมั่นคงของสังคม และประเทศชาติ ด้านการจัดการศึกษาเพื่อเพิ่มความสามารถในการแข่งขันของประเทศ ด้านการพัฒนาและเสริมสร้างศักยภาพทรัพยากรมนุษย์ ด้านการสร้างโอกาสในการเข้าถึงการศึกษาที่มีคุณภาพ และด้านการปรับสมดุลและพัฒนาระบบการบริหารจัดการศึกษา ซึ่งมีความแตกต่างกัน จำแนกตามประสบการณ์ในการทำงาน โดยภาพรวมแตกต่างกัน และเมื่อพิจารณารายด้าน พบว่า มีความแตกต่างกันทุกด้าน และจำแนกตามระดับ การศึกษา โดยภาพรวมแตกต่างกัน และเมื่อพิจารณารายด้าน พบว่า ด้านการจัดการศึกษาเพื่อความมั่นคงของสังคมและประเทศชาติ ด้านการพัฒนาและเสริมสร้างศักยภาพทรัพยากรมนุษย์ ด้านการจัดการศึกษาเพื่อพัฒนาคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อม และด้านการปรับสมดุลและพัฒนาระบบการบริหารจัดการศึกษา ซึ่งมีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05
