A STUDY OF CHARACTERISTICS OF ADMINISTRATORS UNDER THE OFFICE OF SECONDARY EDUCATION SERVICE AREA, PHITSANULOK, UTTARADIT UNDER “THE PROJECT STRENGTHEN DISCIPLINE AND RESPONSIBILITY”

Abstract

The purposes of this study were : 1) to study the opinion of teacher to the Administrator's Characteristics Under the Office of Secondary Education Service Area, Phitsanulok, Uttaradit Under “the Project Strengthen Discipline and Responsibility” and 2) to compare the teacher's opinion to the Administrator's Characteristics Under the Office of Secondary Education Service Area, Phitsanulok, Uttaradit Under “the Project Strengthen Discipline and Responsibility” classified by sex and work experience. The sample group in this study was 328 teachers Under the Office of Secondary Education Service Area, Phitsanulok, Uttaradit. The instrument used was a 5 levels estimation scale questionnaire. Statistics used in data analysis were frequency. percentage, mean and standard deviation, one-way ANOVA, and Scheffe's Method.

The results of this study were as follows: 1) the Administrator's Characteristics Under the Office of Secondary Education Service Area, Phitsanulok, Uttaradit Under “the Project Strengthen Discipline and Responsibility” found that overall was at the highest level. Sort as the highest follows: Strengthen Discipline and Responsibility to population, Strengthen Discipline and Responsibility to country, Strengthen Discipline and Responsibility to commander, Strengthen Discipline and Responsibility to colleagues, Strengthen Discipline and Responsibility in duty, Strengthen Discipline and Responsibility in themselves, 2) the comparison of the Administrator's Characteristics Under the Office of Secondary Education Service Area, Phitsanulok, Uttaradit Under “the Project Strengthen Discipline and Responsibility” classified by sex and work experience found that the overall was statistically significant at .05 level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความคิดเห็นของครูที่มีต่อคุณลักษณะของผู้บริหารสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาพิษณุโลก อุตรดิตถ์ ภายใต้ “โครงการเสริมสร้างวินัยและความรับผิดชอบ” 2) เปรียบเทียบความคิดเห็นของครูที่มีต่อคุณลักษณะของผู้บริหารสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาพิษณุโลก อุตรดิตถ์ ภายใต้ “โครงการเสริมสร้างวินัยและความรับผิดชอบ” จำแนกตามเพศและประสบการณ์การทำงาน กลุ่มตัวอย่างที่ใช้ในการศึกษา ได้แก่ ข้าราชการครูในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาพิษณุโลก อุตรดิตถ์ จำนวน 328 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม เป็นแบบมาตราส่วนประมาณค่า (Rating Scale) มี 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์ความแปรปรวนทางเดียว (One-Way ANOVA) กรณีพบความแตกต่างรายคู่ตามวิธีของเชฟเฟ่ (Scheffe’s Method)

ผลการวิจัยพบว่า 1) คุณลักษณะของผู้บริหารสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาพิษณุโลก อุตรดิตถ์ ภายใต้ “โครงการเสริมสร้างวินัยและความรับผิดชอบ” โดยภาพรวมทั้ง 6 ด้านอยู่ในระดับมากที่สุด ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านที่ 5 การมีวินัยและความรับผิดชอบต่อประชาชน รองลงมาได้แก่ ด้านที่ 6 การมีวินัยและความรับผิดชอบต่อประเทศชาติ การมีวินัยและความรับผิดชอบต่อผู้บังคับบัญชา การมีวินัยและความรับผิดชอบต่อผู้ร่วมงาน การมีวินัยและความรับผิดชอบต่อหน้าที่ ตามลำดับ ส่วนด้านที่มีค่าเฉลี่ยต่ำที่สุด คือ ด้านที่ 1 การมีวินัยและความรับผิดชอบต่อตนเอง 2) ผลการเปรียบเทียบคุณลักษณะของผู้บริหารสถานศึกษาในสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาพิษณุโลก อุตรดิตถ์ ภายใต้ “โครงการส่งเสริมวินัยและความรับผิดชอบ” จำแนกตามเพศและประสบการณ์การทำงาน โดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05
