Effectiveness of Digital Government Administration Policy Implementation in Local Government Organiztion : Cham Pa Wai Subdistrict Administration Organization

Abstract

The objectives of this research were 1) to study the effectiveness of implementing digital government administration policy in Cham Pa Wai Sub-district Administrative Organization, and 2) to suggest the guidelines for improving the effectiveness of implementing digital government administration policy in Cham Pa Wai Sub-district Administrative Organization. This study was a mixed methods research. The research instruments consisted of 1) a questionnaire and 2) a semi-structured in-depth interview. First of all, a questionnaire was used to collect data from the sample of 396 respondents based on Krejcie & Morgan sampling model, The sample of 396 individuals was divided into two groups, namely: 1. authorized policy makers and policy implementers and 2. people requesting for the services. Data collected were then analyzed using statistics, including frequency, mean, percentage, and standard deviation. Second, a semi-structured in-depth interview was used to collected data from six key informants, namely: 1. Three authorized policy makers and policy implementers and 2. Three people requesting for the services. Data triangulation method was used to investigate data as reference in data analysis.

The results of this research indicated as follows:

1. According to the objective 1, the satisfaction with the effectiveness of implementing digital government administration policy in Cham Pa Wai Sub-district Administrative Organization was at a high level with a mean of 3.80, which was consistent with the interviews with key informant. It was found that centralized digital government administration policy was adapted in internal management of Cham Pa Wai Sub-district Administrative Organization by focusing on increasing the role of social media as one of channels for public access to the operation of Cham Pa Wai Sub-district Administrative Organization

2. According to the objective 2, the suggestions of this this study included greater public relations channels should be developed to increase local people’s accessibility to related news and information via community representatives. Integration and database connection between nearby local administrative organizations should be promoted to support works in the future.

การศึกษาเรื่อง “ประสิทธิผลการนำนโยบายการบริหารงานภาครัฐแบบดิจิทัลไปปฏิบัติในองค์กรปกครองส่วนท้องถิ่น กรณีศึกษา องค์การบริหารส่วนตำบลจำป่าหวาย อำเภอเมืองพะเยา จังหวัดพะเยา” งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาประสิทธิผลการนำนโยบายการบริหารงานภาครัฐแบบดิจิทัลไปปฏิบัติในองค์การบริหารส่วนตำบลจำป่าหวาย 2. เสนอแนวทางการเพิ่มประสิทธิผลการนำนโยบายการบริหารงานภาครัฐแบบดิจิทัลไปปฏิบัติในองค์การบริหารส่วนตำบลจำป่าหวาย การวิจัยนี้เป็นการวิจัยแบบผสมผสาน โดยผู้วิจัยได้ใช้เครื่องมือในการวิจัยประกอบด้วย 1. แบบสอบถาม กำหนดกลุ่มตัวอย่างไว้ที่ 396 คนอ้างอิงรูปแบบการสุ่มตัวอย่างของเครซี่ และมอร์แกน กำหนดกลุ่มตัวอย่างจำนวน 2 กลุ่ม ได้แก่ 1) กลุ่มผู้มีสิทธิอำนาจในการกำหนดนโยบายและผู้นำนโยบายไปปฏิบัติ 2) กลุ่มประชาชนที่เข้ามาใช้บริการ โดยหาค่าเฉลี่ยร้อยละ และค่าเบี่ยงเบนมาตรฐาน เพื่อนำข้อมูลดังกล่าวมาใช้ในวิเคราะห์และสรุปผล 2. การสัมภาษณ์เชิงลึกแบบกึ่งโครงสร้าง โดยกำหนดผู้ให้ข้อมูลสำคัญประกอบด้วย 1) ผู้มีสิทธิอำนาจในการกำหนดนโยบายและผู้นำนโยบายมาปฏิบัติ จำนวน 3 คน 2) ประชาชนที่เข้ามาใช้บริการ จำนวน 3 คน และตรวจสอบข้อมูลแบบสามเส้า เพื่อใช้อ้างอิงในการวิเคราะห์ข้อมูล

ผลการวิจัยพบว่า

ตามวัตถุประสงค์ข้อที่ 1 การศึกษาประสิทธิผลการนำนโยบายบริหารงานภาครัฐแบบดิจิทัลไปปฏิบัติในองค์การบริหารส่วนตำบลจำป่าหวาย พบว่าองค์การบริหารส่วนตำบลจำป่าหวายมีการให้นำนโยบายการบริหารงานภาครัฐแบบดิจิทัลไปใช้กับองค์กรได้อยู่ในเกณฑ์ความพึงพอใจมากโดยมีค่าเฉลี่ยอยู่ที่ 3.80 ซึ่งสอดคล้องกับการสัมภาษณ์กลุ่มผู้ให้ข้อมูลสำคัญ พบว่าองค์การบริหารส่วนตำบลจำป่าหวายได้มีการนำนโยบายการบริหารงานแบบดิจิทัลจากส่วนกลางมาปรับใช้ในการบริหารภายในองค์กร โดยเน้นการใช้สื่อสังคมออนไลน์ให้เข้ามามีบทบาทเป็นหนึ่งในช่องทางการปฏิบัติงานเพื่อให้ประชาชนในพื้นที่สามารถเข้าถึงการบริการได้มากขึ้น

ตามวัตถุประสงค์ข้อที่ 2 การเสนอแนวทางการเพิ่มประสิทธิผลการนำนโยบายการบริหารงานภาครัฐแบบดิจิทัลไปปฏิบัติในองค์การบริหารส่วนตำบลจำป่าหวาย พบว่า ควรมีการพัฒนาช่องทางการประชาสัมพันธ์ให้ประชาชนในพื้นที่สามารถเข้าถึงได้มากขึ้นผ่านทางตัวแทนชุมชน และเพิ่มการบูรณาการเชื่อมโยงฐานข้อมูลระหว่างองค์กรปกครองส่วนท้องถิ่นข้างเคียง เพื่อเป็นการรองรับต่อการทำงานในอนาคต
