A STUDY OF FACTORS AND ADMINISTRATIVE APPPOACHES FOR ELDERLY SCHOOL IN DISTRICT NONFORMAL AND INFORMAL EDUCATION CENTRES,CHIANGRAI PROVINCE NONFORMAL AND INFORMAL OFFICE

Abstract

The objective of this Independent study were : (1) to study the factors of the administration of the elderly school of the district non-formal and informal education centers under the Office of Non-Formal and Informal Education, Chiang Rai Province, which has supported, supported and provided assistance in organizing activities (2) to study the guidelines for managing the elderly school together with the network partners in the area of the district non-formal and informal education centers Under the Office of Non-Formal and Informal Education, Chiang Rai Province. The sample group consisted of 9 school administrators, 8 civil servants, teachers, 24 non-formal education applicants, and 74 teachers of the district head teachers. Questionnaires and interview forms Statistics used in data analysis were frequency, percentage, mean, standard deviation. And qualitative data analysis The study indicated that the areas with the highest mean value are in the management, followed by the people and the materials, respectively, with the lowest mean, budget. การวิจัยครั้งนี้มีวัตถุประสงค์ดังนี้ (1) เพื่อศึกษาปัจจัยการบริหารโรงเรียนผู้สูงอายุของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอสังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดเชียงรายที่ได้เข้าไปสนับสนุน ส่งเสริม ดูแลและให้ความช่วยเหลือในการจัดกิจกรรม (2) เพื่อศึกษาแนวทางการบริหารโรงเรียนผู้สูงอายุร่วมกับหน่วยงานภาคีเครือข่ายในพื้นที่ของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดเชียงรายประชากรได้แก่ ผู้บริหารสถานศึกษา จำนวน 9 คน ข้าราชการครู จำนวน 8คน กลุ่มตัวอย่างได้แก่ ครูอาสาสมัครการศึกษานอกโรงเรียนจำนวน 24 คน และครูหัวหน้ากศน.ตำบลจำนวน 74 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ข้อมูลเชิงคุณภาพ ผลการศึกษาพบว่า การศึกษาปัจจัยการบริหารจัดการโรงเรียนผู้สูงอายุของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดเชียงรายตามปัจจัยการบริหาร 4Ms ในภาพรวมมีการปฏิบัติอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่าด้านการบริหารจัดการมีค่าเฉลี่ยสูงสุดอยู่ในระดับมาก รองลงมาได้แก่ด้านคนอยู่ในระดับมาก และด้านวัสดุ อุปกรณ์อยู่ในระดับมาก ส่วนด้านงบประมาณ อยู่ในระดับปานกลาง มีค่าเฉลี่ยต่ำสุด ตามลำดับ แนวทางการบริหารโรงเรียนผู้สูงอายุร่วมกับหน่วยงานภาคีเครือข่ายในพื้นที่ของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดเชียงรายตามปัจจัยการบริหาร 4 Ms ด้านคน ได้แนวทางใน โดยสถานศึกษามีการส่งเสริม สนับสนุน ดูแลและให้ความช่วยเหลือในการจัดกิจกรรม ได้มีการชี้แจงแนวทางการนำนโยบายระดับ สำนักงาน กศน.ให้บุคลากรเข้าใจในแผนการปฏิบัติงานเกี่ยวกับโรงเรียนผู้สูงอายุ มีการมอบหมายให้ครูหัวหน้ากศน.ตำบลและครูอาสาสมัครการศึกษานอกโรงเรียนพื้นที่เข้าไปมีส่วนร่วมกับภาคีเครือข่ายในพื้นที่ ด้านงบประมาณ ได้แนวทางว่า เนื่องจากกศน.อำเภอ ไม่ได้รับการจัดสรรงบประมาณเพื่อจัดกิจกรรมโดยตรงสำหรับกลุ่มผู้สูงอายุ จึงใช้การระดมทุนและขอรับการสนับสนุนบประมาณจากภาคีเครือข่าย และจากสถาบันการศึกษาต่าง ๆ ที่มาร่วมจัด ด้านวัสดุอุปกรณ์ ได้แนวทางว่าสถานศึกษามีการจัดซื้อจัดหาวัสดุ ตามงบประมาณที่จัดสรรลงสู่ กศน.ตำบล เพื่อวางแผนใช้จ่ายเงินสำหรับจัดกิจกรรมของผู้เรียนในกลุ่มผู้สูงอายุ มีการจัดหาทรัพยากรที่มีอยู่ในท้องถิ่น และจากผู้เรียนเตรียมมาเอง ด้านการบริหารจัดการเป็นการบริหารจัดการร่วมกับหน่วยงานภาคีเครือข่าย
