Situation and Government Teacher Keeping Process by Teacher and School Director Opinion in Chiang Khong District, Chiang RaiPrimary Educational Service Area Office 4

Abstract

The purposes of this study were to 1) study the keeping process by teacher and school director opinion in Chiang Khong District, Chiang Rai Primary Educational Service Area Office 4. 2) compare opinions of the keeping process by teacher and school director opinion in Chiang Khong District, Chiang Rai Primary Educational Service Area Office 4 classified by gender, status, and work experience. 3) study the guidelines the keeping process by teacher and school director opinion in Chiang Khong District, Chiang Rai Primary Educational Service Area Office 4. A sample was selected from 202 teachers and school director in Chiang Khong District, Chiang Rai Primary Educational Service Area Office 4. The study instruments were questionnaire with 5 rating scale, open-ended questions and interview. The statistical treatment used frequencies, percentage, mean, standard deviation. The result of the study were as follow: 1) The keeping process by teacher and school director opinion in Chiang Khong District, Chiang Rai Primary Educational Service Area Office 4 revealed that the overall aspects and each aspects were at the “high” level and which can be put in the order from high to low as security in the work, relationship with colleagues, policy and management, relationships with superiors, environment, and salary and remuneration. 2) The comparison opinions of the keeping process by teacher and school director opinion in Chiang Khong District, Chiang Rai Primary Educational Service Area Office 4 classified by gender, status, and work experience are different with a statistical significance at 0.01 level. 3) The guidelines of the keeping process by teacher and school director opinion in Chiang Khong District,Chiang Rai Primary Educational Service Area Office 4 revealed that salary and remuneration was school should have to care about the welfare such as a sufficient number home teacher, a lunch,and a compensation to the government officials who are good empirical work. The environment was school should be safe,conducive to student learning and used as a place of learning. The relationship with colleagues was Administrators should meet with the teacher in the school for at least a week,two times to the PLC Forum and the defects found in the classroom, exchange of learning between teachers and school administrators to conduct various fields.

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาสภาพการธำรงรักษาข้าราชการครูตามทัศนะของผู้บริหารและครูโรงเรียนประถมศึกษาในอำเภอเชียงของ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 เพื่อศึกษาสภาพการธำรงรักษาข้าราชการครูตามทัศนะของผู้บริหารและครูโรงเรียนประถมศึกษาในอำเภอเชียงของ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 เพื่อเปรียบเทียบความคิดเห็นเกี่ยวกับการธำรงรักษาข้าราชการครูตามทัศนะของผู้บริหารและครูโรงเรียนประถมศึกษาในอำเภอเชียงของ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 และเพื่อศึกษาแนวทางการธำรงรักษาข้าราชการครูตามทัศนะของผู้บริหารและครูโรงเรียนประถมศึกษาในอำเภอเชียงของ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 ประชากร คือ ผู้บริหารสถานศึกษา ซึ่งได้มาจากการสุ่มตัวอย่างแบบเจาะจง และข้าราชการครูในอำเภอเชียงของ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 จาก 33 โรงเรียน จำนวน 304 คน ซึ่งได้มาจากการสุ่มแบบแบ่งชั้น เครื่องมือ คือ แบบสอบถาม และแบบสัมภาษณ์ สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ผลการสอบถามโดยการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า 1) สภาพการธำรงรักษาข้าราชการครูตามทัศนะของผู้บริหารและครูโรงเรียนประถมศึกษาในอำเภอเชียงของ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 ในภาพรวม อยู่ในระดับมาก 2) ผลการเปรียบเทียบความคิดเห็นเกี่ยวกับการธำรงรักษาข้าราชการครูตามทัศนะของผู้บริหารและครู จำแนกตาม เพศ สถานภาพ และประสบการณ์ในการทำงานมีความคิดเห็นทุกด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 3) แนวทางการธำรงรักษาข้าราชการครูตามทัศนะของผู้บริหารและครูโรงเรียนประถมศึกษาในอำเภอเชียงของ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 4 ควรมีแนวนโยบายที่สอดคล้องกับบริบทของโรงเรียนโดยนำนโยบายหลักจากกระทรวงศึกษาธิการมาเป็นแนวปฏิบัติ และคำนึงถึงบริบทของโรงเรียน
