DRIVEN MODEL FOR MANAGING EDUCATION TO IMPROVE QUALITY OF LIFE BASED ON ENVIRONMENTALLY – FRIENDLY APPROACHES TOWARDS THE SUCCESS OF THE DISTRICT LEARNING ENCOURAGEMENT CENTER

Abstract

This research aimed to: 1) To study the causal factors of driving education management to improve quality of life based on environmentally – friendly approaches towards the success of the District Learning Encouragement Center. And 2) To develop and evaluate the model for managing education to improve quality of life based on environmentally – friendly approaches towards the success of the District Learning Encouragement Center. The research was divided into 2 phases: Phase 1 : study the causal factors of driving education management to improve quality of life based on environmentally – friendly approaches towards the success of the District Learning Encouragement Center. The sample group was 240 District Learning Encouragement Center. Data were collected using questionnaires. Data were analyzed by descriptive statistics: mean, percentage, standard deviation and inferential statistics: Stepwise Multiple regression analysis (MRA) and Structural Equation Modeling (SEM). Phase 2 : develop and evaluate the model by 7 experts evaluated to improve the model and 7 qualified individuals assessed the appropriateness and feasibility of the model. The results showed that: 1. Results of causal factor analysis by using the MRA method, it was found that the cooperation network and policies of the District Learning Encouragement Center together, they influence the managing education to improve quality of life based on environmentally – friendly approaches towards the success of the District Learning Encouragement Center accounting for 63.9% (R2 = .639). Furthermore, the results of the Structural Equation Modeling (SEM) indicated that consistent with empirical data. 2. The model based on the concept of Participative Management with 5 levels. The most experts agreed with the model created by the researchers. And the evaluation of the model by qualified individuals found that driven by the policies of the District Learning Encouragement Center has the highest level of appropriateness and feasibility in every step. Driven by the cooperation network It was most appropriated in every step. But the results of the feasibility evaluation found that: the "To Inform" steps and "To Consult" steps were at the highest level. The "To Involve" steps were at the high level. The "To Collaborate" steps were at the moderate level and the "To Empower" steps were at the low level.

การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาปัจจัยเชิงสาเหตุของการขับเคลื่อนการจัดการศึกษาเพื่อสร้างเสริมคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อมสู่ความสำเร็จของศูนย์ส่งเสริมการเรียนรู้อำเภอ และ 2) เพื่อสร้างและประเมินรูปแบบการขับเคลื่อนการจัดการศึกษาเพื่อสร้างเสริมคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อมสู่ความสำเร็จของศูนย์ส่งเสริมการเรียนรู้อำเภอ การวิจัยแบ่งออกเป็น 2 ระยะ ได้แก่ ระยะที่ 1 ศึกษาปัจจัยเชิงสาเหตุของการขับเคลื่อนการจัดการศึกษาเพื่อสร้างเสริมคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อมสู่ความสำเร็จของศูนย์ส่งเสริมการเรียนรู้อำเภอ กลุ่มตัวอย่างคือ ศูนย์ส่งเสริมการเรียนรู้อำเภอ 240 ศูนย์ เก็บข้อมูลด้วยแบบสอบถาม ซึ่งสถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ถดถอยพหุคูณ (Multiple regression analysis: MRA) แบบขั้นตอน (Stepwise) และการวิเคราะห์โมเดลสมการโครงสร้าง (Structural Equation Modeling: SEM) ระยะที่ 2 สร้างและประเมินรูปแบบการขับเคลื่อนการจัดการศึกษาเพื่อสร้างเสริมคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อมสู่ความสำเร็จของศูนย์ส่งเสริมการเรียนรู้อำเภอ โดยผู้เชี่ยวชาญประเมินเพื่อปรับปรุงรูปแบบจำนวน 7 ท่าน และผู้ทรงคุณวุฒิประเมินความเหมาะสมและความเป็นไปได้ของรูปแบบจำนวน 7 ท่าน ผลการวิจัยพบว่า 1. ผลการวิเคราะห์ปัจจัยเชิงสาเหตุของการขับเคลื่อนการจัดการศึกษาเพื่อสร้างเสริมคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อมสู่ความสำเร็จของศูนย์ส่งเสริมการเรียนรู้อำเภอ โดยการวิเคราะห์ถดถอยพหุคูณแบบขั้นตอน พบว่า เครือข่ายความร่วมมือ และนโยบายของศูนย์ส่งเสริมการเรียนรู้อำเภอ ร่วมกันมีอิทธิพลต่อการขับเคลื่อนการจัดการศึกษาเพื่อสร้างเสริมคุณภาพชีวิตที่เป็นมิตรกับสิ่งแวดล้อมสู่ความสำเร็จของศูนย์ส่งเสริมการเรียนรู้อำเภอ ร้อยละ 63.9 (R2 = .639) และการวิเคราะห์โมเดลสมการเชิงโครงสร้าง (SEM) สอดคล้องกับข้อมูลเชิงประจักษ์ 2. รูปแบบที่ผู้วิจัยสร้างขึ้นประกอบด้วยปัจจัยนโยบายของศูนย์ส่งเสริมการเรียนรู้อำเภอ และปัจจัยเครือข่ายความร่วมมือร่วมกับแนวคิดการบริหารแบบมีส่วนร่วม 5 ระดับ ผู้เชี่ยวชาญส่วนใหญ่เห็นด้วยกับรูปแบบที่ผู้วิจัยสร้างขึ้น และผลการประเมินรูปแบบโดยผู้ทรงคุณวุฒิ พบว่า การขับเคลื่อนโดยนโยบายของศูนย์ส่งเสริมการเรียนรู้อำเภอมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุดทุกขั้นตอน ส่วนการขับเคลื่อนโดยเครือข่ายความร่วมมือมีความเหมาะสมมากที่สุดทุกขั้นตอน แต่ในขั้นตอนการให้ข้อมูลข่าวสารและขั้นตอนการปรึกษาหารือมีความเป็นไปได้อยู่ในระดับมากที่สุด ขั้นตอนการเข้ามามีบทบาทมีความเป็นไปได้อยู่ในระดับมาก ขั้นตอนความร่วมมือมีความเป็นไปได้อยู่ในระดับปานกลาง และขั้นตอนการเสริมอำนาจมีความเป็นไปได้อยู่ในระดับน้อย
