This research The purpose is to study. Features of Educational Leaders In high school Chiang Rai Municipality To study leadership development in educational institutions. In high school Chiang Rai Municipality Population in research A total of 156 teachers in the Chiangrai Municipality were employed as teachers in the academic year 2560. This is a questionnaire. The questionnaire was divided into 3 parts, ie the general information of the respondents. การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาคุณลักษณะ และแนวทางการพัฒนาภาวะผู้นำ ของผู้นำสถานศึกษา ในโรงเรียนระดับมัธยมศึกษา สังกัดเทศบาลนครเชียงราย ประชากรในการวิจัยเป็นข้าราชการครูในโรงเรียนมัธยมศึกษา สังกัดเทศบาลนครเชียงราย จำนวน 156 คน ปีการศึกษา 2560 เครื่องมือที่ใช้ในการวิจัยครั้งนี้เป็นแบบสอบถามจำนวน 1 ฉบับ แบ่งออกเป็น 3 ตอน คือ ข้อมูลทั่วไปของผู้ตอบแบบสอบถาม แบบสอบถามเพื่อสอบถามคุณลักษณะของผู้นำสถานศึกษาและแบบสอบถามเกี่ยวกับแนวทางการพัฒนาคุณลักษณะของผู้นำสถานศึกษา สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1) คุณลักษณะของผู้นำสถานศึกษาโรงเรียนระดับมัธยมศึกษา สังกัดเทศบาลนครเชียงราย โดยรวมและรายด้าน อยู่ในระดับมากที่สุด และมาก เรียงลำดับจากมากไปน้อย ดังนี้ ด้านความรู้ความสามารถ มีค่าเฉลี่ยสูงสุด รองลงมาได้แก่ ด้านภาวะผู้นำ ด้านพื้นฐานครอบครัวและส่วนตัว ด้านวิชาการและวิชาชีพ ด้านมนุษยสัมพันธ์ ด้านคุณธรรมจริยธรรม และด้านบุคลิกภาพ มีค่าเฉลี่ยต่ำสุด ตามลำดับ 2) ผู้บริหารควรศึกษาหาความรู้และประสบการณ์ให้ทันสมัยอยู่เสมอ พัฒนาตนเองด้านสังคม จิตใจ และอารมณ์ พูดจา แต่งกาย วางตนเหมาะสม มีความเมตตากรุณาต่อผู้ร่วมงานและผู้อื่น รับฟังความคิดเห็นของผู้อื่น ให้กำลังใจผู้ใต้บังคับบัญชา มีความจริงใจ รู้จักควบคุมอารมณ์ พัฒนาหลักสูตรและรูปแบบกระบวนการเรียนรู้ ประพฤติตนไม่ให้เสื่อมเสีย
