SCHOOL MANAGEMENT APPLYING GOOD GOVERNANCE OF OPPORTUNITYEXPANDING SCHOOL, LAMPANG PROVINCE UNDER THE OFFICE OFLAMPANG PRIMARY EDUCATIONAL SERVICE AREA 3

Abstract

The purposes of this research were 1) To Study school management applying good governance of opportunity expanding school, Lampang province under the office of Lampang Primary Educational Service Area 3. 2) Compare school management applying good governance of opportunity expanding school, Lampang province under the office of Lampang Primary Educational Service Area 3 by classifying educational background and work experience. the sample in this research consisted of 155 people by using Krejcie and Morgan sampling method. the participates were the directors and teachers in the educational opportunity expansion schools, lampang primary educational service area office 3. The tools used in this research are 5 level of questionnaire. Theindex of conformance is 0.67-1.00, and the confidence is 0.98. The statistics is used to analyze data and to find the difference were percentage, mean, standard deviation. T-test independent and one-way analysis of variance (ANOVA) and using the Scheffe 'method of analyzing pairs of means to see if there is a difference.

The results of this study were as follows

1. School management applying good governance of opportunity expanding school was high level. The ten aspects with the highest and lowest mean were equity, morality and ethics, rule of law, transprancy, participation and consensus oriented, decentralization, accountabilit, responsiveness, effectiveness and efficiency.

2. To school management applying good governance of opportunity expanding school, Lampang province under the office of Lampang Primary Educational Service Area 3 by classifying Educational Background, Efficiency, Effectiveness, Responsiveness, Accountability, Transparency, Rule of Law, Equit, Decentralization, Participation and Consensus oriented and Morality and Ethics. The result has no significantly difference the part of overview which is inconsistent with the hypothesis.The Comparisons that was classified the work experience were found that both overview and all aspects. There was no significant difference. Including overview and details on all aspects which is inconsistent with the hypothesis.

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) เพื่อศึกษาการบริหารสถานศึกษาตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา โรงเรียนขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 3 2) เพื่อเปรียบเทียบการบริหารสถานศึกษาตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา โรงเรียนขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 3 จำแนกตามวุฒิการศึกษา และประสบการณ์ในการทำงาน กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา ครูผู้สอน ของโรงเรียนขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 3 ผู้วิจัยทำการสุ่มตัวอย่างโดยใช้วิธีการเปิดตารางเครจซี่และมอร์แกน ได้จำนวนกลุ่มตัวอย่าง 155 คน เครื่องมือที่ใช้เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ ค่าดัชนีความสอดคล้องเท่ากับ 0.67- 1.00 ค่าความเชื่อมั่นเท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-test independent) และการวิเคราะห์ความแปรปรวนทางเดียว (One–Way Analysis of Variance: ANOVA) เมื่อพบความแตกต่าง ใช้วิธีทดสอบความแตกต่างรายคู่ตามวิธีของเชฟเฟ่ (Scheffe’)

จากผลการวิจัย พบว่า

1. การบริหารสถานศึกษาตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา ภาพรวมอยู่ในระดับมาก ทั้ง 10 หลัก สูงสุด ได้แก่ ด้านหลักความเสมอภาค รองลงมา ได้แก่ ด้านหลักคุณธรรมและจริยธรรม หลักนิติธรรม หลักความเปิดเผยและโปร่งใส หลักการมีส่วนร่วมและการมุ่งเน้นฉันทามติ หลักการกระจายอำนาจ หลักภาระรับผิดชอบและสามารถตรวจสอบได้ หลักการตอบสนอง หลักประสิทธิผล ส่วนหลักที่มีค่าเฉลี่ยต่ำสุด คือ หลักประสิทธิภาพ ตามลำดับ

2. จากผลการเปรียบเทียบการบริหารสถานศึกษาตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา โรงเรียนขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 3 จำแนกตามวุฒิการศึกษา หลักประสิทธิภาพ หลักประสิทธิผล หลักการตอบสนอง หลักภาระรับผิดชอบและสามารถตรวจสอบได้ หลักความเปิดเผยและโปร่งใส หลักนิติธรรม หลักความเสมอภาค หลักการกระจายอำนาจ หลักการมีส่วนร่วมและการมุ่งเน้นฉันทามติ และหลักคุณธรรมและจริยธรรม พบว่า ภาพรวมไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .05 ซึ่งไม่สอดคล้องกับสมมติฐานที่ตั้งไว้ ส่วนการเปรียบเทียบจำแนกตามประสบการณ์ในการทำงาน พบว่า ทั้งภาพรวมและรายหลักทุกหลัก ไม่มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .05 ซึ่งไม่สอดคล้องกับสมมติฐานที่ตั้งไว้
