Factors Affecting the Effective Performance ofCoronavirus 2019 Prevention Measuresin Nan Province.

Abstract

The objectives of this research were to 1) study the factor affecting the effectiveness of measures for prevent outbreak of coronavirus disease 2019 (COVID-19) in Nan province; 2) study the problems and obstacles of measures; 3) suggest the guideline for prevent new COVID-19 outbreak in the future from mixed method research. Data was collected by interview from 9 informants, including district chief, public health executive and head of health promoting sub-district hospital, and questionnaire survey from 120 government staffs, including sub-district headman, village headman and village health volunteer in Wiang Sa district, Ban Luang district and Song Khwae district, and 275 general people in Muang district of Nan province. The results found that the most effective factor to limit the migration between Nan and other provinces from staff and people opinion was people’s cooperation following by the clearance of policy, policy standard, staffs who involve with these policies, the communication between public organization and resource respectively, whereas the problem was the number of staffs at checkpoint is not sufficient. This study suggested that to set checkpoints when the outbreak situation is virulence and should do in short term only. In addition, preparation of sufficient resources for public health system is also important for control the outbreak that might occur in the future.

การศึกษาวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อประสิทธิผลของการนำมาตรการป้องกันการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติ ในพื้นที่จังหวัดน่าน ตลอดจนปัญหาและอุปสรรค และเสนอแนวทางในการนำมาตรการป้องกันการแพร่ระบาดของโรคระลอกใหม่ไปปฏิบัติในอนาคต ซึ่งเป็นการวิจัยแบบผสมผสาน โดยการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญ ซึ่งเป็นผู้ปฏิบัติงานในพื้นที่จำนวน 9 คน ประกอบด้วย นายอำเภอ, สาธารณสุขอำเภอ และผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล และการตอบแบบสอบถามของกำนัน ผู้ใหญ่บ้าน อาสาสมัครสาธารณสุขประจำหมู่บ้านในพื้นที่อำเภอเวียงสา อำเภอบ้านหลวง อำเภอสองแคว จำนวน 120 คน และจากประชาชนในพื้นที่อำเภอเมืองน่าน จำนวน 275 คน ผลการวิจัยพบว่าผู้ปฏิบัติงานและประชาชน มีความคิดเห็นว่า 1) ปัจจัยที่ส่งผลให้การนำมาตรการควบคุมการเดินทางเข้า-ออก พื้นที่จังหวัดน่าน ประสบผลสำเร็จมากที่สุด คือ ความร่วมมือของประชาชน รองลงมา คือ ความชัดเจนของนโยบาย มาตรฐานของนโยบาย บุคลากรผู้นำนโยบายไปปฏิบัติ การติดต่อสื่อสาร และทรัพยากร ตามลำดับ 2) ปัญหาอุปสรรคที่พบ คือ จำนวนบุคคลากรที่ปฏิบัติงานประจำด่านตรวจไม่เพียงพอกับภารกิจ 3) ข้อเสนอแนะควรตั้งด่านตรวจในช่วงที่สถานการณ์แพร่ระบาดมีความรุนแรงหรือต้องการเฝ้าระวังเป็นพิเศษ เป็นระยะเวลาสั้น ๆ เท่านั้น และควรจัดเตรียมความพร้อมด้านสาธารณสุขให้เพียงพออยู่เสมอเพื่อรับมือกับการแพร่ระบาดของโรคในอนาคต
