Effectiveness of Policy Implementation for Digital Public Administrationin Local Government Organization : A Case Study ofChomphu Sub-District Municipality,Saraphi District, Chiang Mai Province

Abstract

The purposes of this research were to study the effectiveness of poilcy implementation for digital public administration in Chomphu Sub-district Municipality, Saraphi District, Chiang Mai Province, and to propose guidelines for increasing the effectiveness of policies implementation for digital public administration in Chomphu Sub-district Municipality, Saraphi District, Chiang Mai Province. Qualitative research was conducted by data collecting from document study, in-depth interview, and observation. Key informants consisted of 1) Two policy makers of Chomphu Sub-district Municipality, 2) Two were responsible in policy implementation and 3) Six people using digital service from Chomphu Sub-district Municipality. Content analysis and descriptive presentation were proceed.

The research was found that policy implementation for digital public administration in Chomphu Sub-district Municipality had effectiveness or achievement according to five respects as follows: (1) structure of Chomphu Sub-district Municipality, the digital technology committee of Chomphu Sub-district Municipality has been established to work together in the systematic manner. (2) knowledge and skills, the training program, workshop and field trip were designed to improve staff efficiency. (3) financial budget, there was a budget allocation to support the procurement of tools and equipment which helped to create stable database system. (4) location and equipment, the digital network system has been settled for joint communication and operation. (5) digital service channel, there was digital service creating such as website, Facebook, etc.

The guideline for enhancing the effectiveness of policy implementation for digital public administration in Chomphu Sub-district Municipality, there should create the concrete channels for digital technology service. In addition, there should prepare a personal development plan and increase staff motivation for those using the digital technology, especially the procurement of necessary tools and equipment for working. Moreover, searching for important information by using digital database can increase the integration of cooperation between agencies or digital administrative organizations as well as digital technology promoting to be ready for the 21st century digital organization.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาประสิทธิผลการนำนโยบายการบริหารงานภาครัฐแบบดิจิทัลไปปฏิบัติในเทศบาลตำบลชมภู อำเภอสารภี จังหวัดเชียงใหม่ 2. เสนอแนวทางการเพิ่มประสิทธิผลการนำนโยบายการบริหารงานภาครัฐแบบดิจิทัลไปปฏิบัติในเทศบาลตำบลชมภู อำเภอสารภี จังหวัดเชียงใหม่ ดำเนินการวิจัยเชิงคุณภาพ ด้วยการรวบรวมข้อมูลจากการศึกษาเอกสาร การสัมภาษณ์เชิงลึก และการสังเกตการณ์ ผู้ให้ข้อมูลสำคัญประกอบด้วย 1) กลุ่มผู้กำหนดนโยบาย 2 คน 2) กลุ่มผู้นำนโยบายไปปฏิบัติ 2 คน และ 3) กลุ่มประชาชนที่ใช้บริการเชิงดิจิทัลของเทศบาลตำบลชมภู 6 คน ทำการวิเคราะห์ข้อมูลเชิงเนื้อหาและนำเสนอแบบพรรณนาความ

ผลการวิจัยพบว่า การนำนโยบายการบริหารงานภาครัฐแบบดิจิทัลไปปฏิบัติในเทศบาลตำบลชมภู มีประสิทธิผลหรือผลสำเร็จตามวัตถุประสงค์ที่ตั้งไว้ 5 ด้าน คือ (1) ด้านโครงสร้างของเทศบาลตำบลชมภู มีการตั้งคณะกรรมการเทคโนโลยีดิจิทัลของเทศบาลตำบลชมภูให้ทำงานร่วมกันได้อย่างเป็นระบบ (2) ด้านความรู้และทักษะของเจ้าหน้าที่ มีการฝึกอบรม การเสวนา การลงมือปฏิบัติ และการศึกษาดูงาน ที่เพิ่มความรู้และทักษะด้านเทคโนโลยีดิจิทัลของเจ้าหน้าที่ (3) ด้านงบประมาณ มีการจัดสรรงบประมาณเพื่อสนับสนุนการจัดหาเครื่องมือและอุปกรณ์ และเสริมสร้างระบบฐานข้อมูลที่ได้การรับรองมาตรฐานในการกำกับดูแลในการบริหารงาน (4) ด้านสถานที่และอุปกรณ์ มีการดำเนินการออกแบบวางระบบเครือข่ายดิจิทัลและมีอุปกรณ์ดิจิทัลที่สามารถนำมาใช้ในการสื่อสารและการปฏิบัติงานร่วมกัน และ (5) ด้านช่องทางในการให้บริการเชิงดิจิทัล มีการสร้างช่องทางในการให้บริการเชิงดิจิทัล เช่น เว็บไซต์ เฟซบุ๊ก เป็นต้น

แนวทางการเพิ่มประสิทธิผลการนำนโยบายการบริหารงานภาครัฐแบบดิจิทัลไปปฏิบัติ พบว่า 1) ควรสร้างช่องทางการให้บริการด้านเทคโนโลยีดิจิทัลอย่างเป็นรูปธรรม 2) มีการวางแผนพัฒนาบุคลากรและสร้างแรงจูงใจในการทำงานให้กับผู้ที่ปฏิบัติงานในด้านเทคโนโลยีดิจิทัลให้กับองค์กร เช่น การจัดหาเครื่องมือและอุปกรณ์ที่จำเป็นต่อการดำเนินงาน การค้นหาข้อมูลที่สำคัญในรูปแบบฐานข้อมูลดิจิทัลที่สามารถเพิ่มการบูรณาการสร้างความร่วมมือระหว่างหน่วยงานหรือองค์กรปกครองส่วนท้องถิ่นข้างเคียง ตลอดจนส่งเสริมระบบเทคโนโลยีดิจิทัลให้มีความพร้อมสู่องค์กรดิจิทัลแห่งศตวรรษที่ 21
