LEADERSHIP IN 21st CENTURY OF SCHOOL ADMINISTRATORS IN OPINION OF TEACHERS IN MAESUAI DISTRICT UNDER CHIANG RAI PRIMARY EDUCATION SERVICE AREA OFFICE 2

Abstract

The purposes of this independent study were to examine the 21st century leadership of the school administrators as viewed by teachers in Maesuai district under the office of Chiang Rai primary educational service area 2 and to compare them regarding this as classified by their ages, levels of education, and durations of work. The sample consisted of the 254 teachers in Maesuai district under the office of Chiang Rai primary educational service area 2, academic year 2019. By Proportional Stratified Random Sampling. The instrument used in this study was a 5level rating scale questionnaire, index of item-objective congruence was between 0.67-1.00. The reliability used of Cronbach's alpha coefficient with the value 0.92. The statistics used for data analysis were frequency, percentage, mean, standard deviation. The finding on the comparison of viewpoints classified by durations of work by t-test Independent classified by ages and levels of education by one-way analysis of variance and the analysis of pair differences by means of Scheffe. The results of this study showed that: 1. The 21st century leadership of the school administrators as viewed by teachers in Maesuai district under the office of Chiang Rai primary educational service area 2 was at the high level as a whole. When considering each aspect, it was found that the aspect with the highest average was creative thinking, followed by motivation and the least was the management principles. 2. The finding on the comparison of viewpoints regarding the 21st century leadership of the school administrators as viewed by teachers in Maesuai district under the office of Chiang Rai primary educational service area 2 were as follows: 2.1 The viewpoints of teachers that had a different age were different in all term with the statistical significance at the level of 0.05 when each aspect was considered in the term of vision with the statistical significance at the level of 0.05 but a pair wise different by means of Scheffe were not different. 2.2 The teacher’s viewpoints classified by different levels of education in all terms were different. 2.3 The viewpoints of teachers that had a different duration of work were different in all term with the statistical significance at the level of 0.05 when each aspect was considered in all term were different.

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาตามทัศนะของครู อำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 และเพื่อเปรียบเทียบภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาตามทัศนะของครู อำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 2 จำแนกตามอายุ ระดับการศึกษา และระยะการปฏิบัติงาน กลุ่มตัวอย่าง ได้แก่ ครูอำเภอแม่สรวย จังหวัดเชียงราย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 2 ปีการศึกษา 2562 จำนวน 254 คน สุ่มโดยวิธีแบ่งชั้นตามสัดส่วน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ โดยหาค่าดัชนีความสอดคล้องระหว่างข้อคำถาม มีค่าระหว่าง 0.67–1.00 ค่าความเชื่อมั่น (Reliability) โดยใช้สัมประสิทธ์แอลฟา (α-Coefficient) ตามวิธีของครอนบาค ได้ค่าความเชื่อมั่นเท่ากับ 0.92 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การเปรียบเทียบทัศนะจำแนกตามระดับการศึกษา โดยการทดสอบที (t-test) แบบกลุ่มตัวอย่างเป็นอิสระต่อกัน จำแนกตามอายุ และระยะการปฏิบัติงาน โดยการวิเคราะห์ความแปรปรวนทางเดียว (One way Analysis of Variance) และวิเคราะห์ความแตกต่างรายคู่ ด้วยวิธีการของ Scheffe ผลการวิจัย พบว่า 1. ภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาตามทัศนะของครู อำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 พบว่า โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยมากที่สุด ได้แก่ ด้านคิดสร้างสรรค์ รองลงมา ได้แก่ ด้านการจูงใจ และที่ต่ำที่สุด ได้แก่ ด้านหลักการบริหาร 2. การเปรียบเทียบทัศนะเกี่ยวกับภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาตามทัศนะของครู อำเภอแม่สรวย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 สามารถสรุปผลดังนี้ 2.1 ครูที่มีอายุต่างกัน มีทัศนะเกี่ยวกับภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาในภาพรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 เมื่อพิจารณารายด้าน พบว่า ด้านวิสัยทัศน์ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 แต่เมื่อเปรียบเทียบรายคู่ด้วยวิธีการของ Scheffe พบว่าไม่แตกต่างกัน 2.2 ครูที่มีระดับการศึกษาต่างกัน มีทัศนะเกี่ยวกับภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษา พบว่า ในภาพและรายด้านไม่แตกต่างกัน 2.3 ครูที่มีระยะการปฏิบัติงานต่างกัน ทัศนะเกี่ยวกับภาวะผู้นำในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาในภาพรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 เมื่อพิจารณารายด้าน พบว่า ในทุกด้านไม่แตกต่างกัน
