The Effectiveness of Drug Prevention and Suppression Policy Implementation in Pong District, Phayao Province.

Abstract

The objectives of the study were to 1) study investigate The effectiveness of drug prevention and suppression policy implementation in Pong District, Phayao Province. 2) study examine the factors of effectiveness of drug prevention and suppression policy implementation in Pong District, Phayao Province. 3) to suggest the means to improve the effectiveness of drug prevention and suppression policy implementation in Pong District, Phayao Province. The mixed-method research design was conducted. The in-depth interview was conducted as the qualitative part. There were 10 participants. The data were analyzed by using analytic induction style. The survey was conducted as the quantitative part. There were 382 samples . The means, frequencies, percentages, and standard deviation were calculated.

The results were shown as followed; 1) The effects from achieving the aim of main key strategy of illegal drugs division were overall highest in three categories which are (1) reducing drugs problems – the result of seizing and punishing people being against the law decisively can prevent production, import and export of drugs of Pong district, Phayao (2) building drug immunity in the community – the result of systematic operation can make people feel secured and believe in the government. (3) enhancing the sustainability of problem solving – the result enhances drugs immunity to citizens as the plan. 2) The factors of effects of adopting the policy in Pong District, Phayao Province were illegal drugs policy of government, and there were 11 factors. All of them were influent to the effects. The overall results were high. The highest issues were (1) the policies were practical (2) the policies were measurable the 9 highest factors of strengthening social against illegal drugs were (1) clear policies (2) understanding policies (3) social empowerment/ Community Power (4) solving drugs addicts problems (5) enhancing drugs immunity (6) using law against illegal drugs (7) international co-operating (8) blocking drugs (9) administrating

Suggestion were discovered from both qualitative and quantitative data, which were 1) doing campaign to encourage people to be aware of illegal drugs 2) managing funds to fight against the illegal drugs issues 3) decreasing drugs addicts continually 4) making connection with international 5) seizing and punishing people being against the law decisively 6) creating drugs immunity 7) following policies continuously.

การวิจัยมีวัตถุประสงค์เพื่อ 1) ศึกษาประสิทธิผลการนำนโยบายการป้องกันและปราบปรามยาเสพติดไปปฏิบัติในอำเภอปง จังหวัดพะเยา 2) ศึกษาปัจจัยที่มีผลต่อประสิทธิผลการนำนโยบายการป้องกันและปราบปรามยาเสพติดไปปฏิบัติในอำเภอปง จังหวัดพะเยา 3) เสนอแนะแนวทางการพัฒนาประสิทธิผลการนำนโยบายการป้องกันและปราบปรามยาเสพติดไปปฏิบัติในอำเภอปง จังหวัดพะเยา โดยใช้การวิจัยแบบผสานวิธี คือการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญจำนวน 10 คน ใช้การวิเคราะห์ข้อมูลด้วยการวิเคราะห์แบบอุปนัยและการตีความ และการวิจัยเชิงปริมาณด้วยการเก็บข้อมูลจากกลุ่มตัวอย่าง จำนวน 382 คน วิเคราะห์ข้อมูลสถิติประกอบด้วย ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า 1) ระดับประสิทธิผลในการปฏิบัติที่บรรลุเป้าหมายตามกำหนดจากหน่วยงานยุทธศาสตร์หลักด้านยาเสพติด มีประสิทธิผลอยู่ในระดับมากที่สุดรวม 3 ด้าน ประกอบด้วย (1) ด้านการลดความรุนแรงของปัญหายาเสพติด โดยมีผลการป้องกันและปราบปรามจับกุมผู้กระทำความผิด สามารถยับยั้งการผลิต การนำเข้า การส่งออกและการค้าภายในพื้นที่อำเภอปง จังหวัดพะเยาได้ (2) ด้านการสร้างความเชื่อมั่นให้แก่ประชาชน โดยมีผลการดำเนินงานตามหลักเกณฑ์ที่กำหนด ส่งผลให้ประชาชนมีความเชื่อมั่นและศรัทธาต่อส่วนราชการ (3) ด้านการสร้างความยั่งยืนในการแก้ไขปัญหาระยะยาวที่สามารถดำเนินการเสริมสร้างภูมิคุ้มกันยาเสพติดให้กับประชาชนทั่วไปได้ 2) ปัจจัยที่มีผลต่อประสิทธิผลการนำนโยบายการป้องกันและปราบปรามยาเสพติดไปปฏิบัติในอำเภอปง จังหวัดพะเยา รวม 11 ปัจจัยมีผลต่อประสิทธิผลการนำนโยบายการป้องกันและปราบปรามยาเสพติดไปปฏิบัติในอำเภอปง จังหวัดพะเยา อยู่ในระดับมากที่สุด พิจารณาเป็นรายด้านพบว่าอยู่ในระดับมาก 2 ด้าน ประกอบด้วย (1) ด้านนโยบายสามารถนำไปปฏิบัติได้ (2) ด้านนโยบายสามารถวัดผลได้ และอยู่ในระดับมากที่สุด 9 ด้าน ประกอบด้วย (1) ด้านความชัดเจนของนโยบาย (2) ด้านความเข้าใจในนโยบาย (3) ด้านการสร้างพลังสังคม/พลังชุมชน (4) ด้านการแก้ปัญหาผู้เสพ/ผู้ติด (5) ด้านการสร้างภูมิคุ้มกัน/ป้องกัน (6) ด้านการปราบปราม/บังคับใช้กฎหมาย (7) ด้านการร่วมมือระหว่างประเทศ (8) ด้านการสกัดกั้น (9) ด้านการบริหารจัดการ

ข้อเสนอแนะแนวทางการพัฒนาประสิทธิผลการนำนโยบายการป้องกันและปราบปรามยาเสพติดไปปฏิบัติในอำเภอปง จังหวัดพะเยา เพื่อให้เกิดประสิทธิผลมากยิ่งขึ้น ประกอบด้วย 1) การรณรงค์ประชาสัมพันธ์เพื่อสร้างจิตสำนึกให้แก่ประชาชนอย่างต่อเนื่อง 2) การจัดสรรงบประมาณด้านการป้องกันและปราบปรามยาเสพติดอย่างเพียงพอ 3) การลดจำนวนผู้เสพยาเสพติดอย่างต่อเนื่อง 4) การแสวงหาความร่วมมือกับต่างประเทศ 5) การจับกุมและลงโทษตามกฎหมาย 6) การเสริมสร้างภูมิคุ้มกันยาเสพติด 7) การปฏิบัติตามนโยบายอย่างต่อเนื่อง
