Abstract

A study of Public Participation in Process Local Development Plan of Pangae Sub-district Municipality, Padad District, Chiang Rai Province The purpose is to study the level of the participation of people in the local development plan of Pangae Sub-district Municipality, Padad District, Chiang Rai Province and to compare the differences in personal factors, such as gender, age, education level, occupation and salary with the level of the participation of people in the local development plan of Pangae Sub-district Municipality, Padad District Chiang Rai Province. The sample consisted of 250 peoples who had participated in the local development plan of Pangae Sub-District Municipality. The instrument used to collect data was the statistical questionnaire used for data analysis: frequency, percentage, mean, standard deviation and hypothesis testing was using the t-test, F-test (One-Way ANOVA) was statistically significant at the 0.05

The results showed that most respondents were female 54.80% were between the ages of 51-59 years, accounting for 28.40%, primary education accounted for 39.20 %, the average monthly salary is 5,000-10,000 baht or 45.60%. The level of public participation in process local development plan of Pangae Sub-district Municipality. Motivation level is very high average total 3.64 the highest mean is the administration average 3.74. The hypothesis testing is found that people of different sex, age, education, occupation, and salary have different levels of participation not different statistically significant at the 0.05

การศึกษาวิจัย เรื่อง การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบล ป่าแงะ อำเภอป่าแดด จังหวัดเชียงราย ครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมของประชาชน ในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลป่าแงะ อำเภอป่าแดด จังหวัดเชียงราย และเพื่อเปรียบเทียบ ความแตกต่างของปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ การศึกษา อาชีพ และรายได้ กับระดับการมีส่วนร่วม ของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลป่าแงะ อำเภอป่าแดด จังหวัดเชียงราย กลุ่มตัวอย่าง ได้แก่ ประชาชนที่เคยมีส่วนร่วมในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลป่าแงะ จำนวน 250 คน เครื่องมือ ที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบสมมติฐานใช้สถิติ t-test, F-test (One-Way ANOVA) กำหนดนัยสำคัญ ทางสถิติที่ระดับ 0.05

ผลการวิจัย พบว่า ผู้ตอบแบบสอบถามมีส่วนใหญ่เป็นเพศหญิง คิดเป็นร้อยละ 54.80 อยู่ในช่วงอายุ 51-59 ปี คิดเป็นร้อยละ 28.40 มีการศึกษาอยู่ในระดับประถมศึกษา คิดเป็นร้อยละ 39.20 และมีรายได้เฉลี่ย ต่อเดือนอยู่ที่ 5,000-10,000 บาท คิดเป็นร้อยละ 45.60 ระดับการมีส่วนร่วมของประชาชนในการจัดทำ แผนพัฒนาท้องถิ่นของเทศบาลตำบลป่าแงะ โดยภาพรวมพบว่า การมีส่วนร่วมของประชาชนอยู่ในระดับมาก ค่าเฉลี่ยรวมเท่ากับ 3.64 ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการริเริ่ม มีค่าเฉลี่ยเท่ากับ 3.74 ส่วนการทดสอบ สมมติฐาน พบว่า ประชาชนที่มีเพศ อายุ ระดับการศึกษา อาชีพ และรายได้ มีระดับการมีส่วนร่วมไม่แตกต่างกัน ซึ่งเป็นไปตามสมมตฐานที่ตั้งไว้อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05
