RISK MANAGEMENT FACTORS INFLUENCING THE OPERATIONALEFFICIENCY OF FINANCE AND ACCOUNTING PRACTITIONERSAT THE OFFICE OF THE COURT OF JUSTICE

Abstract

The objectives of this study were 1) to study the risk management factors influencing the operational efficiency of finance and accounting practitioners at the office of court of justice, and (2) to study the risk management approaches that affect the operational efficiency of finance and accounting practitioners in agencies at the office of court of justice. A quantitative research method was employed. The sample group consisted of 166 personnel working in finance and accounting, as well as those involved in finance and accounting tasks within agencies at the office of court of justice. Stratified random sampling was used for data collection through questionnaires, and the data were analyzed using multiple regression analysis. The results revealed: 1) the risk management factors influencing the operational efficiency of finance and accounting practitioners in agencies at the office of court of justice included strategic risk management, compliance risk management, operational risk management, financial risk management, and information technology risk management. These factors significantly influenced the operational efficiency of finance and accounting practitioners, with an explanatory power of 67.1 percent at the 0.05 level of statistical significance. 2) The risk management approaches suggested by the respondents were categorized into four areas: 1) Legal and Regulatory Compliance risk management approaches 2) operational risk management approaches 3) financial risk management approaches and 4) Information Technology System risk management approaches.

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาปัจจัยด้านการบริหารความเสี่ยงที่มีอิทธิพลต่อประสิทธิภาพ การดำเนินงานของผู้ปฏิบัติงานด้านการเงินและบัญชีของหน่วยงานในสังกัดสำนักงานศาลยุติธรรม และ 2) เพื่อศึกษา แนวทางการบริหารความเสี่ยงที่มีอิทธิพลต่อประสิทธิภาพการดำเนินงานของผู้ปฏิบัติงานด้านการเงินและบัญชีของหน่วยงานในสังกัดสำนักงานศาลยุติธรรม ใช้รูปแบบการวิจัยเชิงปริมาณ กลุ่มตัวอย่าง คือ บุคลากรที่ปฏิบัติงานด้านการเงินและบัญชี และผู้ที่เกี่ยวข้องกับงานด้านการเงินและบัญชีของหน่วยงานในสังกัดสำนักงานศาลยุติธรรม จำนวน 166 คน ใช้วิธีการ สุ่มตัวอย่างแบบชั้นภูมิ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม และนำข้อมูลที่ได้มาวิเคราะห์โดยใช้สถิติการถดถอย เชิงพหุคูณ ผลการวิจัย พบว่า 1) การบริหารความเสี่ยงที่มีอิทธิพลต่อประสิทธิภาพการดำเนินงานของผู้ปฏิบัติงาน ด้านการเงินและบัญชีของหน่วยงานในสังกัดสำนักงานศาลยุติธรรม ได้แก่ ปัจจัยการบริหารความเสี่ยง ด้านยุทธศาสตร์ ปัจจัยการบริหารความเสี่ยงด้านการปฏิบัติตามกฎหมายและระเบียบ ปัจจัยการบริหาร ความเสี่ยงด้านการดำเนินงาน ปัจจัยการบริหารความเสี่ยงด้านการเงิน และปัจจัยด้านการบริหารความเสี่ยง ด้านเทคโนโลยีสารสนเทศ โดยมีประสิทธิภาพการดำเนินงานของผู้ปฏิบัติงานด้านการเงินและบัญชีของหน่วยงาน ในสังกัดสำนักงานศาลยุติธรรม ร้อยละ 67.1 อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 2) แนวทางการบริหารความเสี่ยง ที่ผู้ตอบแบบสอบถามได้เสนอแนะเกี่ยวกับการบริหารความเสี่ยง ผู้วิจัยได้ทำการรวบรวมและจำแนกออกเป็น 4 ด้าน ได้แก่ 1) แนวทางการบริหารความเสี่ยงด้านการปฏิบัติตามกฎหมายและระเบียบ 2) แนวทางการบริหารความเสี่ยง ด้านการดำเนินงาน 3) แนวทางการบริหารความเสี่ยงด้านการเงิน และ 4) แนวทางการบริหารความเสี่ยงด้านระบบเทคโนโลยีสารสนเทศ
