Abstract

The Status Quo and expected condition for study the level of participation and support process management, administration Deming cycle and Study the problems and suggestions for management. Statistics used in data analysis were percentage, mean and standard deviation. การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมและส่งเสริมสนับสนุนการบริหารจัดการ ตามกระบวนการ การบริหารงานวงจรเดมมิ่ง ของศูนย์พัฒนาเด็กเล็ก และศึกษาปัญหาอุปสรรคข้อเสนอแนะในการบริหารจัดการ การมีส่วนร่วมและส่งเสริมสนับสนุนการบริหารจัดการ ตามกระบวนการ การบริหารงานวงจรเดมมิ่ง ของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอเทิง จังหวัดเชียงราย กลุ่มตัวอย่างที่ใช้ในการศึกษา คือ ผู้บริหารองค์กรปกครองส่วนท้องถิ่น (นายกเทศมนตรี รองนายกเทศมนตรี นายก อบต. รองนายก อบต.) ผู้บริหาร (ปลัด รองปลัด) ผู้อำนวยการกองการศึกษา หัวหน้าศูนย์พัฒนาเด็กเล็ก ครู ประธานคณะกรรมการบริหารศูนย์พัฒนาเด็กเล็ก ของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอเทิง จังหวัดเชียงราย จำนวน 140 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม (Questionnaires)เป็นแบบสอบถามมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ และแบบสอบถามลักษณะแบบปลายเปิด (Open-ended question) สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน จากผลการวิจัย พบว่า 1) การมีส่วนร่วมและส่งเสริมสนับสนุนการบริหารจัดการ ตามกระบวนการ การบริหารงานวงจรเดมมิ่ง ของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอเทิง จังหวัดเชียงราย โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายข้อพบว่าด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการวางแผน (Plan) รองลงมาคือ ด้านการปรับปรุงดำเนินงานอย่างเหมาะสม (Action) ด้านการปฏิบัติตามแผน (Do) และน้อยที่สุดคือด้านการตรวจสอบ (Check) 2) ปัญหาและข้อเสนอแนะในการแก้ไขปัญหาการมีส่วนร่วมและส่งเสริมสนับสนุนการบริหารจัดการ ตามกระบวนการ การบริหารงาน วงจรเดมมิ่ง ของศูนย์พัฒนาเด็กเล็กในบริบทการทำงานของผู้ตอบแบบสอบถาม พบว่า พบปัญหาอุปสรรคและข้อเสนอแนะที่พบมากที่สุดอยู่ในด้านการปรับปรุงดำเนินงานอย่างเหมาะสม (Action) รองลงมาคือด้านการวางแผน (Plan) ด้านการปฏิบัติตามแผน (Do) และด้านการตรวจสอบ (Check)
