AVAILABILITY OF EDUCATIONAL QUALITY ASSURANCE OPERATIONS TO RECEIVE AN EXTERNAL QUALITY ASSESSMENT. THE QUALITY OF LEARNERS / SERVICE RECIPIENTS OF SCHOOLS UNDER LAMPHUN PROVINCIAL OFFICE OF NON-FORMAL AND INFORMAL EDUCATION

Abstract

The purposes of this researched were to study the availability of educational quality assurance to receive an external quality assessment quality of students / service recipients of educational institutions under the Office of Lamphun Provincial Office of Non-Formal and Informal Education and study problems and recommendations for solutions in preparation of operations. The sample group used in the research was Educational institution administrators and teachers under the office 111 students . The research found that 1. The schools under the office Lamphun Provincial Office of Non-Formal and Informal Education are ready to operate educational quality assurance to receive external quality assessments In terms of quality, students / service recipients at a high level in all aspects. Considering each aspect, the readiness of basic education was high level, especially the schools have performance on the development of basic knowledge of different learners or as diverse as their potential and needs. About continuing education, was on high level of readiness, especially schools provide education or training on the philosophy of sufficiency economy covering the target group according to the context of the community. And Informal education, was also on high level too, especially they have organized activities or educational programs as informal by students or service providers choosing to learn according to interest. Or needs or the availability or potential or opportunity. 2. Operational encountered problems in knowledge and understanding of personnel in the operation of educational quality assurance in a systematic way, changing the responsible person frequently. Having a good attitude towards quality assurance operations 3. The suggestions are participation of all parties involved, Using the PDCA quality process in operations or activities.

การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาความพร้อมของการดำเนินงานประกันคุณภาพการศึกษา เพื่อรับการประเมินคุณภาพภายนอก ด้านคุณภาพผู้เรียน/ผู้รับบริการ ของสถานศึกษาสังกัดสำนักงาน กศน. จังหวัดลำพูน และศึกษาปัญหา และข้อเสนอแนะแนวทางแก้ไขในการเตรียมความพร้อมการดำเนินงานประกันคุณภาพการศึกษา ของสถานศึกษาในสังกัดสำนักงาน กศน.จังหวัดลำพูน กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ ผู้บริหารสถานศึกษา และครู กศน.สังกัดสำนักงาน กศน.จังหวัดลำพูน จำนวน 111 คน ผลการวิจัยพบว่า 1.สถานศึกษาในสังกัดสำนักงาน กศน.จังหวัดลำพูน แสดงความพร้อมในการดำเนินประกันคุณภาพการศึกษาเพื่อรับการประเมินคุณภาพภายนอก ด้านคุณภาพผู้เรียน/ผู้รับบริการ อยู่ในระดับ มาก ทุกด้าน เมื่อพิจารณารายด้าน พบว่าด้านการศึกษาขั้นพื้นฐาน มีความพร้อมในระดับมาก โดยเฉพาะอย่างยิ่ง ข้อสถานศึกษามีผลการดำเนินงานเกี่ยวกับการพัฒนาความรู้พื้นฐานของผู้เรียนที่แตกต่างหรือหลากหลายตามศักยภาพและความต้องการ ด้านการศึกษาต่อเนื่อง มีความพร้อมในระดับมาก โดยเฉพาะอย่างยิ่งข้อสถานศึกษามีการให้ความรู้หรือการอบรมเรื่องหลักปรัชญาของเศรษฐกิจพอเพียงครอบคลุมกลุ่มเป้าหมายตามบริบทของชุมชนและด้านการศึกษาตามอัธยาศัย มีความพร้อมในระดับมาก โดยเฉพาะอย่างยิ่ง ข้อสถานศึกษามีการจัดกิจกรรมหรือโครงการการศึกษาตามอัธยาศัยโดยผู้เรียนหรือผู้เข้ารับบริการเลือกที่จะเรียนรู้ตามความสนใจ หรือความต้องการ หรือความพร้อม หรือศักยภาพ หรือโอกาส 2. ปัญหาในการดำเนินงานพบปัญหาด้านความรู้ความเข้าใจของบุคลากรในการดำเนินงานประกันคุณภาพการศึกษาอย่างเป็นระบบ การเปลี่ยนผู้รับผิดชอบบ่อยครั้งการมีเจตคติที่ดีต่อการดำเนินงานประกันคุณภาพการศึกษา 3. ข้อเสนอแนะแนวทางแก้ไขการดำเนินงานประกันคุณภาพการศึกษาคือการให้ความสำคัญโดยการมีส่วนร่วมของทุกฝ่ายที่เกี่ยวข้อง และการใช้กระบวนการ PDCA ในการดำเนินงานหรือกิจกรรม
