THE NEEDS FOR PARTICIPATORY ADMINISTRATION IN EDUCATIONAL INSTITUTIONS BASED ON SUSTAINABLE DEVELOPMENT CONCEPTS UNDER THE CHIANG RAI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 3

Abstract

This research aimed to 1) study the needs assessment for participatory management in educational institutions based on sustainable development concepts under the Chiang Rai Primary Educational Service Area Office 3, and 2) explore recommendations for developing participatory management according to sustainable development principles in these educational institutions. The sample consisted of 322 school administrators and teachers from the Chiang Rai Primary Educational Service Area Office 3, determined using Krejcie and Morgan's (1970) sample size table and selected through simple random sampling. The study employed a mixed methods approach, utilizing both quantitative (questionnaires) and qualitative (interviews) research instruments. Data were analyzed using percentage, mean, standard deviation, and Modified Priority Needs Index (PNImodified). The research findings revealed that: 1) The highest need for participatory management based on sustainable development concepts was in the area of decision-making according to sustainable development principles. The current conditions were rated at a high level, while the desired conditions were rated at the highest level. 2) Three key recommendations were identified for developing participatory management according to sustainable development principles in educational institutions under the Chiang Rai Primary Educational Service Area Office 3.

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาความต้องการจำเป็นในการบริหารแบบมีส่วนร่วมของสถานศึกษาตามแนวคิดการพัฒนาที่ยั่งยืน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 2) เพื่อศึกษาข้อเสนอแนะการพัฒนาการบริหารแบบมีส่วนร่วมตามแนวคิดการพัฒนาที่ยั่งยืนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 กลุ่มตัวอย่างประกอบด้วยผู้บริหารสถานศึกษา และครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 โดยกำหนดกลุ่มตัวอย่างตามตารางสำเร็จรูปของเครจซี และมอร์แกน (Krejcie and Morgan, 1970) ใช้วิธีการสุ่มอย่างง่าย (Simple random Sampling) ได้กลุ่มตัวอย่าง จำนวนทั้งสิ้น 322 คน โดยมีวิธีการดำเนินการวิจัยแบบผสม (Mixed methods) เครื่องมือที่ใช้ประกอบด้วย แบบสอบถาม (Quantitative Research) และแบบสัมภาษณ์ (Qualitative Research) สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และความต้องการจำเป็น (PNImodified) ผลการวิจัย พบว่า 1) ความต้องการจำเป็นในการบริหารแบบมีส่วนร่วมตามแนวคิดการพัฒนาที่ยั่งยืนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 ในภาพรวม สูงสุด คือ ด้านการตัดสินใจตามแนวคิดการพัฒนาที่ยั่งยืน โดยมีสภาพปัจจุบัน และสภาพที่พึงประสงค์ อยู่ในระดับมาก และมากที่สุด ตามลำดับ 2) ข้อเสนอแนะการพัฒนา การบริหารแบบมีส่วนร่วมตามแนวคิดการพัฒนาที่ยั่งยืนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 มี 3 ข้อเสนอแนะ
