Management skills of school administrators as perceived by teachers Under the Office of Chiang Rai Provincial Primary Education Area 4

Abstract

The purposes of this research were to investigate 1) study the management skills of school administrators as perceived by teachers Under the Office of Chiang Rai Provincial Primary Education Area 4. 2) to compare opinions of the management skills of school administrators as perceived by teachers Under the Office of Chiang Rai Provincial Primary Education Area 4 classified by gender, age, education, work experience, workplace size and school type. 3) study the suggest of the development of management skills of school administrators Under the Office of Chiang Rai Provincial Primary Education Area 4. The respondents used in this study were 413 school teachers Under the Office of Chiang Rai Provincial Primary Education Area 4. The study instruments were questionnaire with 5 rating scale and open-ended questions. The statistical treatment used frequencies, percentage, mean, standard deviation.

The research findings were as follow:

1. The management skills of school administrators as perceived by teachers Under the Office of Chiang Rai Provincial Primary Education Area 4 revealed that the overall aspects and each aspects were at the “high” level and which can be put in the order from high to low as human relations skills, thinking skills, decisions skills, communication skills, diagnostic skills, practice skills, technology and innovation skills, and time management skills.

2. The comparison opinions of the management skills of school administrators as perceived by teachers Under the Office of Chiang Rai Provincial Primary Education Area 4 classified by gender, age, education, work experience, workplace size and school type are not different.

3. The suggest of the development of management skills of school administrators Under the Office of Chiang Rai Provincial Primary Education Area 4 by considering of the highest item frequency, practice skills was suggested that the administrators should bring knowledge to develop the idea to find a new practice and bring new knowledge from outside the organization developing the idea, human relations skills was suggested that the administrators should organize activities, socialize outside of work time within the organization to establish relations, thinking skills was suggested that the administrators should manage by objectives of the school as the principal and determine the purpose of the study is clear, diagnostic skills was suggested that educational policy should be defined clearly, communication skills was suggested that the teachers want to build mutual understanding among co-worker about the information of the school, decisions skills was suggested that the administrators should fix the problem quickly and decisively, time management skills was suggested that the administrators should encourage teachers to work at the scheduled time, and technology and innovation skills was suggested that the administrators should supply the media and technology sufficient to promote the teaching of teachers.

การศึกษาค้นคว้าในครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาทักษะการบริหารของผู้บริหารสถานศึกษาตามทัศนะของครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 2) เปรียบเทียบทักษะ การบริหารของผู้บริหารสถานศึกษาตามทัศนะของครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 จำแนกตามเพศ อายุ ระดับการศึกษา ประสบการณ์ในการทำงาน ขนาดโรงเรียน และประเภทโรงเรียน 3) ศึกษาข้อเสนอแนะในการพัฒนาทักษะการบริหารงานของผู้บริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ คือ ข้าราชการครูและบุคลากร ทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 จำนวน 214 คน เครื่องมือที่ใช้ในการศึกษาครั้งนี้ เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ และคำถามปลายเปิด สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน

ผลการศึกษาพบว่า

1. ทักษะการบริหารของผู้บริหารสถานศึกษาตามทัศนะของครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 โดยภาพรวมและรายด้าน อยู่ในระดับมาก โดยเรียงลำดับจากมากไปหาน้อย ดังนี้ ทักษะด้านความสัมพันธ์ระหว่างบุคคล ทักษะด้านความคิดรวบยอด ทักษะด้านการตัดสินใจ ทักษะด้าน การสื่อสาร ทักษะด้านการวินิจฉัย ทักษะด้านการปฏิบัติงาน และทักษะด้านเทคโนโลยีและนวัตกรรม ทักษะด้าน การบริหารเวลา ตามลำดับ

2. การเปรียบเทียบทักษะการบริหารของผู้บริหารสถานศึกษาตามทัศนะของครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 จำแนกตามเพศ อายุ ระดับการศึกษา ประสบการณ์ในการทำงาน ขนาดโรงเรียน ประเภทโรงเรียนมีความคิดเห็นไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

3. แนวทางในการพัฒนาทักษะการบริหารงานของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 4 พิจารณาจากความถึ่สูงสุดในรายด้าน พบว่า ด้านการปฏิบัติงาน ได้แก่ ผู้บริหารควรนำความรู้ที่มีมาพัฒนาความคิดเพื่อค้นหาแนวปฏิบัติใหม่อยู่เสมอและผู้บริหารควรจะนำความรู้ใหม่ ๆ จากภายนอกองค์กรมาพัฒนาต่อยอดความคิด ด้านความสัมพันธ์ระหว่างบุคคล ได้แก่ ผู้บริหารควรจัดกิจกรรมพบปะสังสรรค์นอกเวลางานภายในหน่วยงานเพื่อสร้างสัมพันธไมตรี ด้านความคิดรวบยอด ได้แก่ ผู้บริหารควรบริหารงานโดยยึดวัตถุประสงค์ของสถานศึกษาเป็นหลัก และผู้บริหารควรกำหนดวัตถุประสงค์เป้าหมาย ของสถานศึกษาให้ชัดเจน ด้านวินิจฉัย ได้แก่ ผู้บริหารควรกำหนดนโยบายทางการศึกษาให้ชัดเจน ด้านการสื่อสาร ได้แก่ อยากให้มีการสร้างความเข้าใจร่วมกันระหว่างผู้ร่วมงานเกี่ยวกับข้อมูล ข่าวสารของสถานศึกษา ด้านการตัดสินใจ ได้แก่ ผู้บริหารควรตัดสินใจแก้ไขปัญหาเฉพาะหน้าอย่างฉับไวและเด็ดขาด ด้านการบริหารเวลา ได้แก่ ควรมีการส่งเสริมให้ผู้ร่วมงานปฏิบัติงานตรงตามเวลาที่กำหนด และด้านเทคโนโลยีและนวัตกรรม ได้แก่ ผู้บริหารควรจัดหาสื่อและเทคโนโลยีให้เพียงพอต่อการใช้งานของสถานศึกษา เพื่อเป็นการส่งเสริมการสอน ของครูผู้สอน
