THE NEEDS OF INTERNAL SUPERVISION IN EDUCATIONAL INSTITUTIONS TO ENHANCE STUDENTS’ ENGLISH PROFICIENCY ACCORDING TO THE CEFR FRAMEWORK UNDER THE OFFICE OF VOCATIONAL EDUCATION, CHIANG RAI

Abstract

The purposes of this research were: 1) To study the current and desired conditions and 2) to study needs of internal supervision in educational institutions to enhance students’ English proficiency according to the CEFR framework under the office of vocational education, Chiang rai. The population used in the research were 8 colleges under the Office of Vocational Education, Chiang Rai Province that had supervision operations. The data providers were school administrators, heads of general and relations departments, and English teachers, totaling 49 people from government vocational education institutions. The research instrument was a questionnaire in the form of a 5-level rating scale. The statistics used for data analysis were percentage, mean (μ), standard deviation (σ), and needs analysis using the Priority Needs Index (PNImodified) formula. The research results showed that: 1) Current and desirable conditions of Internal Supervision in Educational Institutions to Enhance Students’ English Proficiency According to the CEFR Framework under the Office of Vocational Education, Chiang Rai, with the overall current condition being at a moderate level (µ=3.421, σ=0.716) and the overall desired condition being at a high level (µ = 4.395, σ = 0.654). 2) The needs of internal supervision in educational institutions to enhance students’ English proficiency according to the CEFR framework under the office of vocational education, Chiang rai, overall, have a needs index (PNImodified = 0.285). The aspect with the highest needs is the aspect of evaluating supervision results (PNImodified = 0.296), followed by the aspect of conducting supervision work (PNImodified = 0.294), the aspect of building morale for supervisors (PNImodified = 0.286), the aspect of providing knowledge before conducting supervision (PNImodified = 0.282), and the aspect of planning supervision (PNImodified = 0.266).

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ 2) เพื่อศึกษาความต้องการจำเป็น ของการนิเทศภายในสถานศึกษาเพื่อให้ผู้เรียนมีความสามารถในการใช้ภาษาอังกฤษตามกรอบมาตรฐาน CEFR สังกัดสำนักงานอาชีวศึกษา จังหวัดเชียงราย ประชากร ได้แก่ วิทยาลัยสังกัดสำนักงานอาชีวศึกษา จังหวัดเชียงราย จำนวน 8 แห่ง ซึ่งมีผู้ให้ข้อมูล คือ ผู้บริหารสถานศึกษา หัวหน้าแผนกวิชาสามัญ-สัมพันธ์ และครูผู้สอนภาษาอังกฤษ รวมทั้งหมด 49 คน จากสถานศึกษาอาชีวศึกษาภาครัฐ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม เป็นแบบมาตรประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย (μ) ส่วนเบี่ยงเบนมาตรฐาน (σ) และการวิเคราะห์ความต้องการจำเป็น โดยใช้สูตร Priority Needs Index (PNImodified) ผลการวิจัย พบว่า 1) สภาพปัจจุบัน และสภาพที่พึงประสงค์ ของการนิเทศภายในสถานศึกษาเพื่อให้ผู้เรียนมีความสามารถในการใช้ภาษาอังกฤษตามกรอบมาตรฐาน CEFR สังกัดสำนักงานอาชีวศึกษา จังหวัดเชียงราย โดยสภาพปัจจุบันภาพรวม อยู่ในระดับปานกลาง (µ = 3.421, σ = 0.716) และสภาพที่พึงประสงค์ในภาพรวม อยู่ในระดับมาก (µ = 4.395, σ = 0.654) และ 2) ความต้องการจำเป็น ของการนิเทศภายในสถานศึกษาเพื่อให้ผู้เรียน มีความสามารถในการใช้ภาษาอังกฤษตามกรอบมาตรฐาน CEFR สังกัดสำนักงานอาชีวศึกษา จังหวัดเชียงราย โดยภาพรวมมีค่าดัชนีความต้องการจำเป็น (PNImodified = 0.285) ด้านที่มีความต้องการจำเป็นสูงที่สุดคือ ด้านการประเมินผลการนิเทศ (PNImodified = 0.296) รองลงมาด้านการดำเนินการปฏิบัติงานนิเทศ (PNImodified = 0.294) ด้านการสร้างเสริมกำลังใจแก่ผู้ปฏิบัติงานนิเทศ (PNImodified = 0.286) ด้านการให้ความรู้ก่อนดำเนินการนิเทศ (PNImodified = 0.282) และด้านการวางแผนการนิเทศ (PNImodified = 0.266)
