ACADEMIC ADMINISTRATION OF HIGHLAND SCHOOL IN CHIANG RAI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 3

Abstract

The objectives of this study were: 1) to study the academic administration of schools in highland areas under the Office of Chiang Rai Primary Educational Service Area 3, and 2) to compare the academic administration practices in relation to the educational levels and work experience of educational personnel. The sample consisted of 242 educational personnel selected using simple random sampling. Schools were stratified based on population proportions, and samples were drawn using proportional allocation according to the stratified random sampling technique (Taro Yamane formula). The research instrument was a 30-item questionnaire using a 5-point Likert scale. Data were analyzed using percentage, mean, standard deviation, and one-way analysis of variance (ANOVA). The findings revealed the following: 1) The overall level of academic administration in highland schools under the Office of Chiang Rai Primary Educational Service Area 3 was rated at the highest level. The highest mean score was found in the area of assessment of academic progress and recognition of academic achievement, followed by internal quality assurance development, educational supervision, and curriculum development, respectively. The area with the lowest mean was instructional process development. 2) When comparing the academic administration according to the educational levels and work experience of personnel, it was found that in all five areas-curriculum development, instructional process development, evaluation and credit transfer, educational supervision, and internal quality assurance system-there were statistically significant differences at the .05 level for both educational levels and years of work experience.

จุดมุ่งหมายของการศึกษาครั้งนี้คือ 1) ศึกษาการบริหารงานวิชาการของโรงเรียนบนพื้นที่สูง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 3 และ 2) เปรียบเทียบระดับการศึกษา และประสบการณ์ทำงาน ของบุคลากรทางการศึกษาในการบริหารงานวิชาการของโรงเรียนบนพื้นที่สูง กลุ่มตัวอย่างที่ใช้ในการวิจัยประกอบด้วยบุคลากรทางการศึกษา ได้จากการสุ่มอย่างง่ายโดยใช้โรงเรียนเป็นชั้นภูมิในการแบ่งชั้นตามสัดส่วนประชากร และเลือกกลุ่มตัวอย่างโดยการเทียบสัดส่วนตามบัญญัติไตรยางศ์ของประชากรในแต่ละโรงเรียน ได้กลุ่มตัวอย่าง จำนวน 242 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม รวมทั้งหมด 30 ข้อ มีลักษณะเป็นมาตรประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลโดยมี ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนทางเดียว (one-way ANOVA) แยกได้ 1) ระดับการบริหารงานวิชาการของโรงเรียนบนพื้นที่สูง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 3 ในส่วนมาก และรายด้านอยู่ในระดับมากที่สุดทุกด้าน ด้านที่มีค่าเฉลี่ยสูงสุดคือ การประเมินความก้าวหน้าทางการเรียน และการรับรองผลการศึกษาและด้านการพัฒนาระบบการประกันคุณภาพภายในสถานศึกษา รองลงมา คือ ด้านการนิเทศการศึกษา การพัฒนาหลักสูตรของสถานศึกษา ตามลำดับ และด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านการพัฒนากระบวนการเรียนรู้ 2) จากการเปรียบเทียบระดับการศึกษา และประสบการณ์ทำงานของบุคลากร ทางการศึกษาในการบริหารงานวิชาการของโรงเรียนบนพื้นที่สูง ประกอบด้วย ด้านการปรับหลักสูตรของสถานศึกษา ด้านการพัฒนากระบวนการเรียนรู้ ด้านการวัดผล ประเมินผล และดำเนินการโอนผลการเรียน ด้านการนิเทศการศึกษา และด้านการออกแบบระบบการประกันคุณภาพภายในสถานศึกษา โดยเปรียบเทียบระดับการศึกษาพบว่า ทั้งภาพรวมและรายด้านมีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนการเปรียบเทียบประสบการณ์การทำงาน พบว่า ทั้งภาพรวมและรายด้านมีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05
