THE PARTICIPATORY SAFETY MANAGEMENT MODEL OF SECONDARY SCHOOLSUNDER THE OFFICE OF THE BASIC EDUCATION COMMISSION

Abstract

This research aimed to develop a participatory safety management model for secondary schools under the Office of the Basic Education Commission. The specific objectives were to 1) study the components and guidelines for participatory safety management in secondary schools under the Office of the Basic Education Commission; 2) create a participatory safety management model for secondary schools under the Office of the Basic Education Commission; and 3) evaluate the participatory safety management model for secondary schools under the Office of the Basic Education Commission. The research methodology consisted of 3 steps: 1) study the components and guidelines by synthesizing relevant documents and research and study the participatory safety management guidelines by interviewing 5 qualified persons and school administrators with excellent practices; and study the components and guidelines of participatory safety management. The sample group consisted of 331 teachers and administrators of secondary schools under the Office of the Basic Education Commission. The instruments used were a document study record form, a questionnaire, and an interview form. The statistics used were mean, standard deviation, and content analysis, and draw conclusions. 2) create a model by using data from step 1 to draft and examine the model through focus group discussions with 9 qualified persons; and 3) evaluate the model. The sample group consisted of 331 school administrators. The statistics used were mean and standard deviation.

The research results found that the participatory safety management model of secondary schools under the Office of the Basic Education Commission consisted of 4 parts: 1) model principles, 2) objectives, 3) participatory safety management components, consisting of 5 aspects: 1) input factors (Input), 2) process (Process), 3) output (Output), 4) outcome (Outcome), and 5) impacts (Impacts). The results of the evaluation of suitability, usefulness were at the highest level and feasibility was at the highest level.

งานวิจัยนี้ มีวัตถุประสงค์หลักเพื่อพัฒนารูปแบบการบริหารจัดการความปลอดภัยแบบมีส่วนร่วมของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน และมีวัตถุประสงค์เฉพาะเพื่อ 1) ศึกษาองค์ประกอบและแนวทางการบริหารจัดการความปลอดภัยในสถานศึกษาแบบมีส่วนร่วมของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 2) สร้างรูปแบบการบริหารจัดการความปลอดภัยแบบมีส่วนร่วม ของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 3) ประเมินรูปแบบการบริหารจัดการ ความปลอดภัยแบบมีส่วนร่วมของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน วิธีดำเนินการวิจัย มี 3 ขั้นตอน คือ 1) ศึกษาองค์ประกอบและแนวทาง โดยสังเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้องและศึกษาแนวทาง การบริหารจัดการความปลอดภัยแบบมีส่วนร่วม จากการสัมภาษณ์ผู้ทรงคุณวุฒิและผู้บริหารสถานศึกษาที่มี การปฏิบัติเป็นเลิศ จำนวน 5 คน และศึกษาองค์ประกอบและ แนวทางของการบริหารจัดการความปลอดภัยแบบมีส่วนร่วม กลุ่มตัวอย่าง ได้แก่ ครูผู้บริหารโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 331 คน เครื่องมือที่ใช้ คือ แบบบันทึกการศึกษาเอกสาร แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ คือ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา (Content Analysis) และสร้างข้อสรุป 2) การสร้างรูปแบบ โดยนำข้อมูลจาก ขั้นตอนที่ 1 มายกร่างและตรวจสอบรูปแบบโดยการสนทนากลุ่มผู้ทรงคุณวุฒิ จำนวน 9 คน และ 3) การประเมินรูปแบบ กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 331 คน สถิติที่ใช้ ได้แก่ ค่าเฉลี่ยและ ส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า รูปแบบการบริหารจัดการความปลอดภัยแบบมีส่วนร่วมของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ประกอบด้วย 4 ส่วน ได้แก่ 1) หลักการของรูปแบบ 2) วัตถุประสงค์ 3) องค์ประกอบการบริหารจัดการความปลอดภัยแบบมีส่วนร่วม ประกอบด้วย 5 ด้าน คือ 1) ปัจจัยนำเข้า (Input) 2) กระบวนการ (Process) 3) ผลผลิต (Output) 4) ผลลัพธ์ (Outcome) และ 5) ผลกระทบ (Impacts) ผลการประเมิน ความเหมาะสม ความเป็นประโยชน์ อยู่ในระดับมากที่สุด และความเป็นไปได้อยู่ในระดับมากที่สุด
