THE EFFECTIVENESS OF IMPLEMENTING DIGITAL ADMINISTRATION POLICYIN MANAGING COMMUNITY WELFARE FUNDSIN DOK KHAM TAI SUB-DISTRICT,PHAYAO PROVINCE

Abstract

This research aims to: 1) Study the effectiveness of implementing digital administration policy in the management of work at the Dok Kham Tai Sub-District Community Welfare Fund, Phayao Province. 2) Propose guidelines for enhancing the effectiveness of implementing digital administration policy in the management of work at the Dok Kham Tai Sub-District Community Welfare Fund, Phayao Province, conducting qualitative research by collecting data from document studies, in-depth interviews, and observations. Data analysis involved content analysis and presentation of findings. The research found that: 1) The effectiveness of implementing digital administration policy in the management of work at the Dok Kham Tai Sub-District Community Welfare Fund, Phayao Province, in five aspects: Found that the board structure of the fund consists mostly of council members elected every four years, leading to discontinuous operations due to changes in council members following election cycles, requiring elected members to learn new management systems. There is a shortage of staff with knowledge and expertise in using information technology. Budget constraints make it difficult to allocate sufficient funds for technology development and directly recruit technology-savvy personnel. Facilities are reasonably comfortable and suitable for service recipients, while materials, equipment, and tools are modern and adequate for serving members. 2) Proposed guidelines for enhancing the effectiveness of implementing digital administration policy in the management of work at the Dok Kham Tai Sub-District Community Welfare Fund, Phayao Province: Found that the structure should include fund members as committee members for continuous fund management. Staff recruitment should focus on individuals with knowledge and expertise in information technology for permanent positions at the Dok Kham Tai Sub-District Community Welfare Fund. Budget allocation should involve funding from other units to support the procurement of staff with knowledge and skills in information technology for permanent positions at the Dok Kham Tai Sub-District Community Welfare Fund.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาประสิทธิผลการนำนโยบายการบริหารภาครัฐดิจิทัลไปปฏิบัติในการจัดการงานกองทุนสวัสดิการชุมชนตำบลดอกคำใต้ จังหวัดพะเยา 2) เสนอแนวทางการเพิ่มประสิทธิผลการนำนโยบายการบริหารภาครัฐดิจิทัลไปปฏิบัติในการจัดการงานกองทุนสวัสดิการชุมชนตำบลดอกคำใต้ จังหวัดพะเยา ดำเนินการวิจัยเชิงคุณภาพ ด้วยการรวบรวมข้อมูลจากการศึกษาเอกสาร การสัมภาษณ์เชิงลึกและการสังเกตการณ์ โดยวิเคราะห์ข้อมูลเชิงเนื้อหาและนำเสนอแบบพรรณนาความ ผลการวิจัยพบว่า 1) ประสิทธิผลการนำนโยบายการบริหารภาครัฐดิจิทัลไปปฏิบัติในการจัดการงานกองทุนสวัสดิการชุมชนตำบลดอกคำใต้ จังหวัดพะเยา 5 ด้าน ได้แก่ ด้านโครงสร้าง คณะกรรมการกองทุนส่วนใหญ่เป็นสมาชิกสภาที่มาจากการเลือกตั้ง มีการปรับเปลี่ยนทุก 4 ปี ทำให้การดำเนินงานไม่ต่อเนื่อง สมาชิกสภาคนใหม่ต้องเริ่มเรียนรู้ระบบการจัดการใหม่ ด้านบุคลากร ยังขาดเจ้าหน้าที่ ที่มีความรู้ความเชี่ยวชาญในการใช้เทคโนโลยีสารสนเทศ ด้านงบประมาณ มีข้อจำกัดเรื่องการจัดตั้งงบประมาณ ให้เพียงพอต่อการดำเนินการพัฒนาเทคโนโลยีและการสรรหาบุคลากรที่เชี่ยวชาญทางด้านเทคโนโลยีโดยตรง ด้านสถานที่ มีความสะดวกสบายและเหมาะสมเพียงพอต่อผู้มารับบริการ ด้านวัสดุอุปกรณ์และเครื่องมือเครื่องใช้ มีความทันสมัยและเพียงพอต่อการให้บริการแก่ลูกสมาชิก 2) แนวทางการเพิ่มประสิทธิผลการนำนโยบายการบริหารภาครัฐดิจิทัลไปปฏิบัติในการจัดการงานกองทุนสวัสดิการชุมชนตำบลดอกคำใต้ จังหวัดพะเยา ได้แก่ การกำหนดโครงสร้างคณะกรรมการกองทุนให้สมาชิกส่วนใหญ่ไม่มีข้อจำกัดเรื่องวาระการเป็นคณะกรรมการกองทุน การฝึกอบรมกรรมการและเจ้าหน้าที่กองทุนสวัสดิการชุมชนตำบลดอกคำใต้เพื่อเพิ่มความรู้และทักษะด้านเทคโนโลยีสารสนเทศ การจัดสรรงบประมาณจากหน่วยงานอื่นสนับสนุนการจ้างบุคลากรที่มีความรู้ความสามารถในการใช้เทคโนโลยีสารสนเทศเข้ามาประจำกองทุนสวัสดิการชุมชนตำบลดอกคำใต้ และการเพิ่มช่องทางในการให้บริการเชิงดิจิทัลกับลูกสมาชิกกองทุนสวัสดิการชุมชนตำบลดอกคำใต้ให้มีความหลากหลายเพื่อการติดต่อสื่อสารที่ง่าย สะดวกและรวดเร็วในการให้บริการ เช่น เฟซบุ๊ก (Facebook) แอปพลิเคชันไลน์ (Line) ระบบ E–Service แพลตฟอร์มต่าง ๆ
