CONDITIONS AND ADMINISTRATION GUIDELINES TO EMPOWERMENT TEACHERS UNDER THE PHAYAO PRIMARY EDUCATIONAL SERVICE AREA OFFICE 2

Abstract

This research has the objectives 1) To study the management conditions for building teachers' empowerment under the Phayao Primary Educational Service Area Office 2 2) To compare the management for building teachers' empowerment under the Phayao Primary Educational Service Area Office 2, classified according to school size and work experience, and 3) To study administrative guidelines to enhance the empowerment of teachers under the Phayao Primary Educational Service Area Office 2. The sample group of respondents included educational institution administrators and teachers under the Phayao Primary Educational Service Area Office, Area 2, totaling 287 people, and the sample size was determined. Using Taro Yamane's formula using multi-stage random sampling. The instrument used was a 5-level rating scale questionnaire. The target sample group for the interviews included directors and deputy directors of educational areas. Educational institution administrators and teachers under the Phayao Primary Educational Service Area Office, Area 2, totaling 8 people, by means of purposive selection. The tool used was a structured interview. Data were analyzed using basic statistics, including frequency, percentage, mean, standard deviation, t-test, and f-test.

The results of the research found that 1) the level of management to enhance the empowerment of teachers under the Phayao Primary Educational Service Area Office, Area 2, overall in all aspects, was at a high level; 2) administrators and teachers working in schools with Different sizes have different levels of opinion. and administrators and teachers with different work experiences have significantly different levels of opinion and 3) Administrative guidelines for strengthening the power of teachers under the Phayao Primary Educational Service Area Office, Area 2, 8 areas, totaling 26 guidelines.

การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพการบริหารเพื่อเสริมสร้างพลังอำนาจของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพะเยา เขต 2 2) เพื่อเปรียบเทียบการบริหารเพื่อเสริมสร้างพลังอำนาจของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพะเยา เขต 2 จำแนกตามขนาดของโรงเรียนและประสบการณ์การทำงาน และ 3) เพื่อศึกษาแนวทางการบริหารเพื่อเสริมสร้างพลังอำนาจของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพะเยา เขต 2 กลุ่มตัวอย่างผู้ตอบแบบสอบถาม ได้แก่ ผู้บริหารสถานศึกษาและครูในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพะเยา เขต 2 รวมทั้งสิ้น จำนวน 287 คน และกำหนด ขนาดกลุ่มตัวอย่าง โดยใช้สูตรของทาโร่ ยามาเน่ โดยใช้การสุ่มแบบหลายขั้นตอนเครื่องมือที่ใช้เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ กลุ่มตัวอย่างเป้าหมายในการสัมภาษณ์ ได้แก่ ผู้อำนวยการ และรองผู้อำนวยการเขตพื้นที่การศึกษา ผู้บริหารสถานศึกษา และครูในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพะเยา เขต 2 จำนวน จำนวน 8 คน โดยวิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้เป็นแบบสัมภาษณ์ แบบมีโครงสร้าง วิเคราะห์ข้อมูลโดยใช้สถิติพื้นฐาน ได้แก่ ความถี่ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบ t-test และการทดสอบ f–test

ผลการวิจัย พบว่า 1) ระดับการบริหารเพื่อเสริมสร้างพลังอำนาจของครูสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพะเยา เขต 2 โดยรวมทุกด้านอยู่ในระดับมาก 2) ผู้บริหารและครูที่ปฏิบัติงานอยู่ในโรงเรียน ที่มีขนาดต่างกันมีระดับความคิดเห็นไม่แตกต่างกันกัน และผู้บริหารและครูที่มีประสบการณ์การทำงานต่างกัน มีระดับความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญ และ 3) แนวทางการบริหารเพื่อเสริมสร้างพลังอำนาจของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพะเยา เขต 2 จำนวน 8 ด้าน รวม 26 แนวทาง
