School management applying good governance of school administrators in MaeSai District, Chiang Rai Province under the Office of Chiang Rai Primary Educational Service area 3

Abstract

This self-study study aimed to study the state of school administration according to the principles of good governance and the recommendations for the educational management according to the principles of good governance for the school administrators in Mae Sai district, Chiang Rai Province, under the office of Chiang Rai Primary Educational Service Area Office 3. The sample consisted of 205 teachers in Mae Sai District schools. The instrument used was the questionnaire, and the data were analyzed by using percentage, average, and standard deviation (S.D.). The study found that the overall of the educational management according to the principles of good governance for the school administrators in Mae Sai district, Chiang Rai Province, under the office of Chiang Rai Primary Educational Service Area Office 3 in 10 aspects were at high level. When considering in each aspect, the equality aspect was the highest average, followed by the participation aspect, the performance principle and consensus focus average were equal, the effectiveness principles of decentralization and response average were equal, responsibility, transparency, and the principle of law respectively.

การศึกษาค้นคว้าด้วยตนเองครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารสถานศึกษาตามหลักธรรมาภิบาลและข้อเสนอแนะในการบริหารสถานศึกษาตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษาอำเภอแม่สาย จังหวัดเชียงราย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 กลุ่มตัวอย่าง ได้แก่ ครูในสถานศึกษาอำเภอแม่สาย จำนวน 205 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้ค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า โดยภาพรวมการบริหารสถานศึกษาตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา อำเภอแม่สาย จังหวัดเชียงราย สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 ทั้ง 10 ด้าน มีการปฏิบัติอยู่ในระดับมาก เมื่อพิจารณาในรายด้าน พบว่า ด้านหลักความเสมอภาค มีค่าเฉลี่ยสูงสุดอยู่ในระดับมากที่สุด รองลงมาได้แก่ ด้านหลักการมีส่วนร่วม ลำดับต่อมาคือ หลักประสิทธิภาพและหลักมุ่งเน้นฉันทามติ มีค่าเฉลี่ยเท่ากัน หลักประสิทธิผล หลักการกระจายอำนาจและหลักการตอบสนอง มีค่าเฉลี่ยเท่ากัน หลักภาระรับผิดชอบ หลักความโปร่งใส และหลักนิติธรรม ตามลำดับ
