Public participation In Administration of Rom Yen Subdistrict Administrative Organizations, Chiang Kham District, Phayao Province

Abstract

The objectives of this study were to 1) study the level of people's participation in the administration of the Romyen Subdistrict Administrative Organization. and 2) compare the participation of the people in the administration of Romyen Subdistrict Administrative Organization Classified by individual factors. This is quantitative research which uses questionnaires to gather data. The population group is defined as persons at Romyen Subdistrict. Who is the head of the household, amounting to 4,190 households and the sampling group is people in Romyen Subdistrict who are the head of a household, totaling 352 people. Research tools including a questionnaire The statistics used in the research were frequent, in percentage, average, standard deviation, t-test, F-test, One-Way ANOVA If statistically significant differences were found, pairwise mean differences were tested by the method LSD (Lead-Significant Difference). The study found that 1) Population participation in the administration of Romyen Subdistrict Administrative Organization, Chiang Kham District, Phayao Province. Generally speaking the level was moderate. Looking side by side, it was found that all were moderate in terms of participating in the planning. Participation in operations Participation in services and participation in assessment. 2) The people's participation in the administration of Romyen Subdistrict Administrative Organization, Chiang Kham District, Phayao Province with different age, average monthly income and Length of stay in the area. การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลร่มเย็น และ 2) เปรียบเทียบการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลร่มเย็น จำแนกตามปัจจัยส่วนบุคคล เป็นการวิจัยเชิงปริมาณ โดยใช้แบบสอบถามในการการเก็บข้อมูล โดยกำหนดกลุ่มประชากร คือ ประชาชนในเขตตำบลร่มเย็น ที่เป็นหัวหน้าครัวเรือน จำนวน 4,190 ครัวเรือน และกลุ่มตัวอย่าง คือ ประชาชนในเขตตำบลร่มเย็น ที่เป็นหัวหน้าครัวเรือนละ 1 คน จำนวน 352 คน เครื่องมือในการวิจัย ได้แก่แบบสอบถาม สถิติที่ใช้ในการวิจัย ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด

ผลการศึกษาพบว่า การมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลร่มเย็น อำเภอเชียงคำ จังหวัดพะเยา โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่ามีค่าเฉลี่ยอยู่ในปานกลางทั้งหมด ได้แก่ ด้านการมีส่วนร่วมในการวางแผน ด้านการมีส่วนร่วมในการดำเนินงาน ด้านการมีส่วนร่วมรับผลประโยชน์และ ด้านการมีส่วนร่วมในการประเมินผล และเมื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลร่มเย็น จำแนกตามปัจจัยส่วนบุคคล พบว่าประชากรที่มีอายุ รายได้เฉลี่ยต่อเดือน และระยะเวลาที่อาศัยอยู่ในพื้นที่แตกต่างกัน มีส่วนร่วมในบริหารงานแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05
