A STUDY OF STATES AND GUIDELINES OF RISK MANAGEMENT OF DISTRICT NON-FORMAL AND INFORMAL EDUCATION CENTRE UNDER PHICHIT PROVINCIAL OFFICE THE NON-FORMAL AND INFORMAL EDUCATION

Abstract

The aims of this research were: 1) to study the risk management levels of District Non-Formal and Informal Education Centre. 2) to compare the risk management of District Non-Formal and Informal Education Centre by sex and personnel’s working experiences. 3) to study guideline of risk management of District Non-Formal and Informal Education Centre. The sample group were directors, government teachers, education personnel, government employee, independent contractor in District Non-Formal and Informal Education Centre under Phichit provincial office the non-formal and in formal education. The 123 samples with selected from a stratified sampling include subjects from every subgroup. The data collecting instrument was questionnaire to Likert Ration 5 scales and reliability was 0.98 and structured interview. The data was analyzed for percentage, mean, standard deviation. The statistical hypothesis testing was One – Way Analysis of Variance. That least significant difference method of Scheffe was used when found the difference.

The findings of the study were as follows: 1) the risk management levels of District Non-Formal and Informal Education Centre in overall was rated at the high level. 2) The comparing result of the risk management of District Non-Formal and Informal Education Centre by sex and personnel’s working experiences did not differ statistically significant at the .05 level. 3) guideline of risk management of District Non-Formal and Informal Education Centre were 4 factors as follows; Strategic risk, Operation risk, financial risk and, Compliance risk consisting of Study the policy of the central and subordinate agencies, SWOT analyze, Clearly define the ultimate vision or objective for the plan, Study the operation manual, assign budgets, key stakeholders, and resources, review and break down the smaller goals for team to put the plan into action, monitor progress with consistent reports and E-budget, refine the operational plan and report the results to the agency.

การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาความเสี่ยงของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ 2) เพื่อเปรียบเทียบการบริหารความเสี่ยงของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ จำแนกตามเพศ และประสบการณ์ในการทำงาน และ 3) เพื่อศึกษาแนวทางการบริหารความเสี่ยง ของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้อำนวยการสถานศึกษา ข้าราชการครู บุคลากรทางการศึกษาอื่นตามมาตรา 38 ค (2) พนักงานราชการ จ้างเหมาบริการ ของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย จังหวัดพิจิตร รวมทั้งสิ้น 123 คน ได้มาจากการสุ่มกลุ่มตัวอย่างแบบแบ่งชั้นภูมิ (Stratified sampling) เครื่องมือที่ใช้ คือ แบบสอบถาม แบบมาตราส่วนประมาณค่า 5 ระดับตามวิธีคิดของลิเคิร์ท มีค่าความเชื่อมั่น เท่ากับ 0.98 และแบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน สถิติที่ใช้ในการทดสอบสมมติฐาน ได้แก่ การวิเคราะห์ความแปรปรวนทางเดียว (One – Way Analysis of Variance) เมื่อพบความแตกต่างใช้วิธีทดสอบความแตกต่างรายคู่ตามวิธีของเชฟเฟ่ (Scheffe’s)

ผลการวิจัยพบว่า 1) สภาพความเสี่ยงของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ อยู่ในระดับมาก 2) ผลการเปรียบเทียบการบริหารความเสี่ยงของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ จำแนกตามเพศ และประสบการณ์ในการทำงาน เมื่อพิจารณาโดยรวมไม่แตกต่างกันและ 3) แนวทางการบริหารความเสี่ยงของศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ มีองค์ประกอบ 4 ด้าน ประกอบด้วย ศึกษานโยบายของหน่วยงานส่วนกลางและหน่วยงานย่อย, วิเคราะห์ SWOT, กำหนดวิสัยทัศน์ หรือ วัตถุประสงค์สูงสุดของแผนให้ชัดเจน, ศึกษาคู่มือการปฏิบัติงาน, กำหนดงบประมาณ ผู้มีส่วนได้ส่วนเสียหลัก และทรัพยากร, ทบทวนและมอบหมายภารกิจไปสู่การปฏิบัติ, ติดตามและดำเนินการอย่างเป็นระบบให้สอดคล้องกับระบบ E – Budget, ปรับปรุงแผนการปฏิบัติงาน และรายงานผลให้ผู้บริหารชั้นต้นและหน่วยงานต้นสังกัดทราบ
