Roles of school administrators on management of learning resources in multicultural school of Wiang Phang Khum Educational Development Network, Mae Sai District, Chiang Rai Province.

Abstract

This research purpose of the study was to investigate the role of current and desirable school administrators and to study the ways of school managing learning resources within the multicultural schools of Wiang Phang Khum Educational Development Network, Mae Sai District, Chiang Rai Province as an analytical unit. The population consisted of 219 school administrators and teachers in Wiang Phang Khum Educational Development Network, the academic year 2017 totally 8 schools. The instrument used was the 5 scales questionnaire. The statistic used were percentage, mean, and standard deviation (S.D.). The research found that 1. The role of current and desirable school administrators and to study the ways of school managing learning resources within the multicultural schools of Wiang Phang Khum Educational Development Network, the overall was at high level. When considering in each aspect found that the highest average was the reporting data to develop and improve, followed by supervision, monitoring and evaluation, and the lowest average was the planning. The role of desirable school administrators in managing learning resources within multicultural schools of Wiang Phang Khum Educational Development Network, the overall was at high level. When considering in each aspect found that the highest average was the reporting data to develop and improve, followed by the implementation of planning and the lowest average was the implementation of learning resources in schools. 2. The guidelines for learning resources management within multicultural schools of Wiang Phang Khum Educational Development Network, Mae Sai District, Chiang Rai Province thus the school administrators should encourage teachers to teach and all educational personnel to cooperate in learning resources management within the basic educational school to be accurate and systematic consisting the context of multicultural school. Should be promoted and professional developing for teachers and all educational personnel to have knowledge, skills, attitudes, and understand about learning resources management within multicultural schools for the development of activities or curriculum, including budget, resources and equipment management, facilities, and resources support. Should be evaluated, summarized, and reported. Making a new plan to start the next cycle.

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาบทบาทผู้บริหารสถานศึกษาที่ปฏิบัติในปัจจุบันและที่พึงประสงค์และเพื่อศึกษาแนวทางการจัดการแหล่งเรียนรู้ภายในสถานศึกษาพหุวัฒนธรรม กลุ่มเครือข่ายพัฒนาการศึกษาเวียงพางคำ อำเภอแม่สาย จังหวัดเชียงราย เป็นหน่วยวิเคราะห์ ประชากรที่ใช้ คือ ผู้บริหารสถานศึกษาและครูปฏิบัติการสอนในกลุ่มเครือข่ายพัฒนาการศึกษาเวียงพางคำ ปีการศึกษา 2560 จำนวน 8 โรงเรียน จำนวน 219 คน เครื่องมือที่ใช้เป็นแบบสอบถาม แบบมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. บทบาทผู้บริหารสถานศึกษาในปัจจุบันในการบริหารจัดการแหล่งเรียนรู้ภายใน สถานศึกษาพหุวัฒนธรรม กลุ่มเครือข่ายพัฒนาการศึกษาเวียงพางคำ โดยรวมอยู่ในระดับ มาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการนำข้อมูลจากการรายงานมาพัฒนาและปรับปรุง รองลงมาคือ ด้านการนิเทศ กำกับ ติดตามประเมินผล ส่วนด้านที่มีค่าเฉลี่ยต่ำสุดคือ ด้านการวางแผน บทบาทผู้บริหารสถานศึกษาที่พึงประสงค์ในการบริหารจัดการแหล่งเรียนรู้ภายในสถานศึกษา พหุวัฒนธรรม กลุ่มเครือข่ายพัฒนาการศึกษาเวียงพางคำ โดยรวมอยู่ในระดับ มาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการนำข้อมูลจากการรายงานมาพัฒนาและปรับปรุง รองลงมาคือ ด้านการนำแผนสู่การปฏิบัติ ส่วนด้านที่มีค่าเฉลี่ยต่ำสุดคือ ด้านการดำเนินงานจัดแหล่งเรียนรู้ในสถานศึกษา 2. แนวทางการจัดการแหล่งเรียนรู้ภายในสถานศึกษาพหุวัฒนธรรม กลุ่มเครือข่ายพัฒนาการศึกษาเวียงพางคำ อำเภอแม่สาย จังหวัดเชียงราย ดังนี้ ผู้บริหารสถานศึกษาควรส่งเสริมให้ครูปฏิบัติการสอนและบุคลากรทุกฝ่ายในสถานศึกษาร่วมกันดำเนินงานตามขอบข่ายการจัดการแหล่งเรียนรู้ภายในสถานศึกษาขั้นพื้นฐานให้เป็นไปอย่างถูกต้องและเป็นระบบต่อเนื่อง สอดคล้องกับบริบทสถานศึกษาพหุวัฒนธรรมอย่างชัดเจน ควรมีการส่งเสริมและพัฒนาวิชาชีพให้กับครูปฏิบัติการสอนและบุคลากรที่เกี่ยวข้องให้มีความรู้ มีทักษะ ทัศนคติและเข้าใจเกี่ยวกับการจัดการแหล่งเรียนรู้ภายในสถานศึกษาพหุวัฒนธรรมเพื่อทำหน้าที่ในการพัฒนากิจกรรมหรือหลักสูตร ตลอดจนจัดสรรงบประมาณ อีกทั้งดูแลทรัพยากร อุปกรณ์ สิ่งอำนวยความสะดวกและสนับสนุนทรัพยากร ควรมีการประเมินผล สรุปและจัดทำรายงาน และจัดทำแผนใหม่ ซึ่งเป็นการเริ่มต้นวงจรของแผนต่อไป
