STRATEGIC DEVELOPMENT GUIDLINES FOR EDUCATION QUALITY DEVELOPMENT OF THE BASIC EDUCATIONAL SCHOOLS IN EASTERN ECONOMIC CORRIDOR

Abstract

The purposes of this research were 1) to study causal factors of the Basic Educational School about Educational Quality Development in Eastern Economic Corridor. 2) to study the theoretical schema of the Basic Educational School about Educational Quality Development in Eastern Economic Corridor. 3) to create and evaluate the strategic of the Basic Educational School about Educational Quality Development in Eastern Economic Corridor by Research and Development: R & D including 2 phases : Phase 1: the study of causal factors of the Basic Educational School about Educational Quality Development in Eastern Economic Corridor. Phase 2 : the created and evaluated the strategic of the Basic Educational School about Educational Quality Development in Eastern Economic Corridor. The research sample consisted 460 from 2 (school administrator and teacher) in 230 schools of the Basic Educational School in Eastern Economic Corridor random to 230 sampling

The research results were found as follows; 1) The causal factors of the Basic Educational School about Educational Quality Development in Eastern Economic Corridor in 4 part, administrators, teachers, communities, and original affiliation. 2) There are 5 of Educational Quality Development of Basic Educational School in Eastern Economic Corridor; stability,competition ability building, developing potential for all and go to the learning society, equitable society building, and caring environment. 3) The strategy for improving the quality of education management in schools in the Eastern Economic Corridor consists of 5 strategies: Strategy 1: Executives are the leaders of change. Strategy 2: Teachers are well-versed in modern sciences that are necessary for student development in the Eastern Economic Corridor Strategy 3: Building a network of participation with all sectors to strengthen the potential in the proactive area Strategy 4: Improving the Efficiency of the Tracking System review and evaluation with a modern management system and strategy 5: education management to respond to changes and live a new way of life and the results of suitability and possibilities assessment were at a high level.

การวิจัยครั้งนี้เป็นการวิจัยเพื่อ 1) ศึกษาปัจจัยเชิงสาเหตุของการพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนระดับการศึกษาขั้นพื้นฐานในเขตพัฒนาพิเศษภาคตะวันออก 2) ศึกษารูปแบบเชิงทฤษฎีของการพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนระดับการศึกษาขั้นพื้นฐานในเขตพัฒนาพิเศษภาคตะวันออก 3) สร้างและประเมินยุทธศาสตร์การพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนระดับการศึกษาขั้นพื้นฐานในเขตพัฒนาพิเศษภาคตะวันออก โดยใช้ระเบียบวิธีการวิจัยและพัฒนา ซึ่งผู้วิจัยแบ่งเป็น 2 ระยะคือ ระยะที่ 1 การศึกษาปัจจัยเชิงสาเหตุของการพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนระดับการศึกษาขั้นพื้นฐานในเขตพัฒนาพิเศษภาคตะวันออก ระยะที่ 2 การสร้างและประเมินยุทธศาสตร์การพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนระดับการศึกษาขั้นพื้นฐานในเขตพัฒนาพิเศษภาคตะวันออก กลุ่มตัวอย่างคือผู้บริหารสถานศึกษา และครูผู้รับผิดชอบการจัดทำแผนพัฒนาคุณภาพการศึกษาของโรงเรียนระดับการศึกษาขั้นพื้นฐานในเขตพัฒนาพิเศษภาคตะวันออก จำนวน 230 โรงเรียน โรงเรียนละ 2 คน รวม 460 คน ได้กลุ่มตัวอย่าง รวม 230 ตัวอย่าง

ผลการวิจัย พบว่า 1) ปัจจัยเชิงสาเหตุของการพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนระดับการศึกษาขั้นพื้นฐานในเขตพัฒนาพิเศษภาคตะวันออก 4 ด้าน ได้แก่ ปัจจัยด้านผู้บริหาร ปัจจัยด้านครู ปัจจัยด้านชุมชน และปัจจัยด้านหน่วยงานต้นสังกัด 2) การพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนระดับการศึกษาขั้นพื้นฐานในเขตพัฒนาพิเศษภาคตะวันออกใน 5 ด้าน ได้แก่ ด้านความมั่นคง ด้านการสร้างความสามารถในการแข่งขัน ด้านการพัฒนาและเสริมสร้างศักยภาพคนทุกช่วงวัยและการสร้างสังคมแห่งการเรียนรู้ ด้านการสร้างโอกาสความเสมอภาคและความเท่าเทียมกันทางสังคม ด้านการสร้างคุณภาพชีวิตที่เป็นเป็นมิตรต่อสิ่งแวดล้อม 3) ยุทธศาสตร์การพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนระดับการศึกษาขั้นพื้นฐานในเขตเศรษฐกิจพิเศษภาคตะวันออก ประกอบด้วย 5 ยุทธศาสตร์ ได้แก่ ยุทธศาสตร์ที่ 1 ผู้บริหารเป็นผู้นำการเปลี่ยนแปลง ยุทธศาสตร์ที่ 2 ครูมีความรอบรู้ในศาสตร์สมัยใหม่ที่จำเป็นต่อการพัฒนาผู้เรียนในเขตพัฒนาพิเศษภาคตะวันออก ยุทธศาสตร์ที่ 3 การสร้างเครือข่ายการมีส่วนร่วมกับทุกภาคส่วนเพื่อเสริมสร้างศักยภาพในพื้นที่เชิงรุก ยุทธศาสตร์ที่ 4 การพัฒนาประสิทธิภาพระบบการติดตามตรวจสอบและประเมินผลด้วยระบบการบริหารงานที่ทันสมัย และยุทธศาสตร์ที่ 5 การจัดการศึกษาเพื่อตอบสนองการเปลี่ยนแปลงและดำเนินชีวิตวิถีใหม่ ซึ่งมีผลการประเมินความเหมาะสมและความเป็นไปได้ของยุทธศาสตร์การพัฒนาคุณภาพการจัดการศึกษาของโรงเรียนระดับการศึกษาขั้นพื้นฐานในเขตพัฒนาพิเศษภาคตะวันออก อยู่ในระดับมาก
