Risk Management Model of The Schools in Pathumthani Primary Educational Service Area Office

Abstract

The objectives of this study were to 1) study the causal factors of risks in the management of schools in Pathumthani Primary Educational Service Area Office, 2) develop a risk management model of schools in Pathum thani Primary Educational Service Area Office, 3) evaluate the appropriateness and feasibility of the risk management model of schools in Pathumthani Primary Educational Service Area Office. This study was divided into 3 phases. The first phase was to study the causal factors of risks in the management of schools in Pathum thani Primary Educational Service Area Office. The samples were 118 schools in Pathumthani Primary Educational Service Area Office Area 1 and Area 2. The respondents were 3 persons per 1 school. Data were analyzed by percentage, mean, standard deviation, Multiple correlation, path analysis, and confirmatory factor analysis. The second phase was to develop a model for risk management of schools. The results from the first phase were used to develop the risk management model by using the focus group method. The third phase was to evaluate the appropriateness and feasibility of the developed risk management model by 30 administrators and teachers selected by a purposive method.

The results showed that:

1. The causal factors of risks in the management of schools were internal school factors consisting of 1) productivity and services, 2) financial efficiency, 3) personnel, 4) management, 5) equipment, and 6) school policies.

2. Risk management model of schools in Pathumthani Primary Educational Service Area Office was relevant with empirical data at an acceptable level.

3. The developed risk management model of schools in Pathumthani Primary Educational Service Area Office was appropriate and feasible for practice at the highest level.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยเชิงสาเหตุของความเสี่ยงในการบริหารจัดการของสถานศึกษาในสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี 2) สร้างรูปแบบการบริหารจัดการความเสี่ยงของสถานศึกษาในสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี 3) ประเมินความเหมาะสม และความเป็นไปได้ของรูปแบบการบริหารจัดการความเสี่ยงของสถานศึกษาในสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี การวิจัยแบ่งออกเป็น 3 ระยะ ได้แก่ ระยะที่ 1 ศึกษาปัจจัยเชิงสาเหตุของความเสี่ยงในการบริหารจัดการของสถานศึกษาในสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี กลุ่มตัวอย่างเป็น สถานศึกษาในสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 และเขต 2 จำนวน 118 โรง ผู้ตอบแบบสอบถาม จำนวน 3 คน ต่อ 1 สถานศึกษา และวิเคราะห์ข้อมูลด้วยสถิติ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ค่าสหสัมพันธ์ วิเคราะห์เส้นทางอิทธิพล และวิเคราะห์องค์ประกอบเชิงยืนยัน ระยะที่ 2 สร้างรูปแบบการบริหารจัดการความเสี่ยงของสถานศึกษา โดยนำผลการศึกษาในระยะที่ 1 มาสร้างรูปแบบการบริหารจัดการความเสี่ยงของสถานศึกษา และนำไปให้ผู้เชี่ยวชาญตรวจสอบรูปแบบด้วยวิธีการสนทนากลุ่ม (Focus Group) ระยะที่ 3 ประเมินรูปแบบการบริหารจัดการความเสี่ยงของสถานศึกษา โดยผู้บริหาร และครู จำนวน 30 คน ได้มาจากการเลือกแบบเฉพาะเจาะจง

ผลการวิจัยพบว่า

1. ปัจจัยภายในสถานศึกษา ประกอบด้วย 1) ผลผลิตและการบริการ 2) ประสิทธิภาพทางการเงิน 3) บุคลากร 4) การบริหารจัดการ 5) วัสดุอุปกรณ์ และ 6) นโยบายสถานศึกษา เป็นปัจจัยเชิงสาเหตุของความเสี่ยงในการบริหารจัดการของสถานศึกษาในสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี

2. รูปแบบการบริหารจัดการความเสี่ยงของสถานศึกษาในสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี สอดคล้องกับข้อมูลเชิงประจักษ์ในระดับที่ยอมรับได้

3. รูปแบบการบริหารจัดการความเสี่ยงของสถานศึกษาที่พัฒนาขึ้นมีผลการประเมินความเหมาะสมและความเป็นไปได้ในการนำไปปฏิบัติอยู่ในระดับมากที่สุด
