ADMINISTRATIVE MODEL FOR DEVELOPMENT OF PROFESSIONAL LEARNING COMMUNITY IN SMALL-SIZED SCHOOLS UNDER THE OFFICE OF PRIMARY EDUCATIONAL SERVICE AREA

Abstract

The purposes of this research were to study the components and administrative guidelines for development of professional learning community in small-sized schools under the Office of Primary Educational Service Area. Questionnaires were used to collect data from 320 school administrators whereas interviews were taken with three school directors with the excellence awards on administrative performances. Next, to design administrative model for development of professional learning community in small-sized schools and assessed the suitability of the model by conducting focus group with 11 administrative experts. Last, to evaluate feasibility and utilization of the model by asking 42 small-sized school directors with the excellence awards on administrative performances to answer in the written evaluation forms.

The results showed that the administrative model for development of professional learning community in small-sized schools comprises; 1) the understanding and accessibility of these six following components of professional learning community (PLC) in small-sized schools: shared visions, collaborative teamwork, shared-leadership building, professional learning and development, caring community building, and supportive structures for professional learning community; 2) the development by implementing the PIE namely planning, implementation, and evaluation; 3) the achievements with both quality of teachers as the outputs and quality of students as the outcomes; and 4) the key success factors of administration for development of professional learning community in small-sized schools including the organizational participation and its strengths. Overall, the appropriateness of the model was at the highest level and its feasibility was at high level; whereas the utilization reached the highest level.

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบและแนวทางการบริหารเพื่อพัฒนาชุมชนแห่งการเรียนรู้ทางวิชาชีพของโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา โดยการสอบถามกลุ่มตัวอย่างจำนวน 320 คน และการสัมภาษณ์ผู้อำนวยการโรงเรียนจำนวน 3 คน จากโรงเรียนที่มีผลการปฏิบัติที่เป็นเลิศ 2) สร้างรูปแบบการบริหารเพื่อพัฒนาชุมชนแห่งการเรียนรู้ทางวิชาชีพของโรงเรียนขนาดเล็กและประเมินความเหมาะสมของรูปแบบโดยการสนทนากลุ่มผู้ทรงคุณวุฒิจำนวน 11 คน และ 3) ประเมินความเป็นไปได้และความเป็นประโยชน์ของรูปแบบโดยการสอบถามผู้อำนวยการโรงเรียนขนาดเล็กที่มีผลการปฏิบัติที่เป็นเลิศ จำนวน 42 คน ผลการวิจัยพบว่า

รูปแบบการบริหารเพื่อพัฒนาชุมชนแห่งการเรียนรู้ทางวิชาชีพของโรงเรียนขนาดเล็ก ประกอบด้วย การเข้าใจและเข้าถึง องค์ประกอบของชุมชนแห่งการเรียนรู้ทางวิชาชีพ 6 องค์ประกอบ ได้แก่ การมีวิสัยทัศน์ร่วม ทีมร่วมแรงร่วมใจ การสร้างภาวะผู้นำร่วม การเรียนรู้และพัฒนาวิชาชีพ การสร้างชุมชนกัลยาณมิตร และโครงสร้างสนับสนุนชุมชนแห่งการเรียนรู้ทางวิชาชีพ การพัฒนาตามกระบวนการบริหารแบบ PIE ได้แก่ การวางแผน การนำไปสู่การปฏิบัติ และการประเมินผล ผลสัมฤทธิ์ประกอบด้วย ผลผลิตด้านคุณภาพครู และผลลัพธ์ด้านคุณภาพนักเรียน และปัจจัยแห่งความสำเร็จในการบริหารเพื่อพัฒนาชุมชนแห่งการเรียนรู้ทางวิชาชีพของโรงเรียนขนาดเล็ก ประกอบด้วย การมีส่วนร่วมและความเข้มแข็งขององค์กร โดยรูปแบบมีความเหมาะสมอยู่ในระดับมากที่สุด มีความเป็นไปได้ในระดับมาก และมีความเป็นประโยชน์ อยู่ในระดับมากที่สุด
