THE 21ST CENTURY SKILLS OF ADMINISTRATORS IN SCHOOL UNDER MAE LAO DISTRICTCHIANG RAI PRIMARY EDUCATION SERVICE AREA OFFICE 2

Abstract

This study aims to 1) study the skills of school administrators in the 21st century under Maelao district, Chiangrai Primary Education Area Office 2 2) to compare the skills of school administrators in the 21st century under Maelao district, Chiangrai Primary Education Area Office 2 classified by genders, and work experiences and job positions. The sample group used was school administrators and government teachers in Maelao district under ChiangRai Primary Education Service Area Office 2, total 103 persons. After that, the researcher randomized the samples by using the numbering method of Crazy and Morgan and dividing the sample groups by position classification. The research instrument was questionnaire with scales estimated into 5 levels of opinions. the statistics used for data analysis were percentage, mean, and standard deviation. Statistics used in hypothesis testing t-test independent and One-Way Analysis of Variance (ANOVA). When finding the differences, the Scheffe's method is used to test the individual differences. The Index of Item-Objective Congruence: IOC was 0.67–1.00 and the reliability of α-Coefficient by Cronbach method was 0.98. The results found that 1) the skills of school administrators in the 21st century under Maelao district, Chiangrai Primary Education Area Office 2, in overall was at the high level with the highest value in moral and ethics skills. Next is teamwork skills, innovation skills, technology skills and the lowest mean was the creative skills, 2) The results of the comparison by the skills of school administrators in the 21st century under Maelao district, Chiangrai Primary Education Area Office 2 consisting of technology skills, creative skills, innovation skills, teamwork skills and moral and ethics skills comparing by genders and job positions. The result found that, there was no statistic significant differences in both overall and each aspect. As for classification based on work experiences, the result found that there were statistic significant differences in both overall and each aspect except the moral and ethics skills.

การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 ในอำเภอ แม่ลาว สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 2) เพื่อเปรียบเทียบทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 ในอำเภอแม่ลาว สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 จำแนกตามเพศ ประสบการณ์ทำงานและตำแหน่งงาน ประชากรและกลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ผู้บริหารสถานศึกษาและข้าราชการครูในอำเภอแม่ลาว สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 จำนวน 103 คน โดยการกำหนดกลุ่มตัวอย่างจากการเปิดตารางของเครจซี่และมอร์แกน แบ่งกลุ่มตัวอย่างแบบแบ่งชั้นตามตำแหน่งงาน เครื่องมือที่ใช้แบบสอบถามเป็นแบบมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ มีสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบ ค่าที (t-test independent) และการวิเคราะห์ความแปรปรวนทางเดียว (One-Way Analysis of Variance: ANOVA) เมื่อพบความแตกต่าง ใช้วิธีทดสอบความแตกต่างรายคู่ตามวิธีของเชฟเฟ่ (Scheffe') ค่าดัชนีความสอดคล้อง (IOC) เท่ากับ 0.67–1.00 และค่าความเชื่อมั่นของสัมประสิทธิ์แอลฟา ตามวิธีของ ครอนบาร์ค (Cronbach) เท่ากับ 0.98 จากผลการวิจัยพบว่า 1) ทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 ในอำเภอแม่ลาว สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 โดยภาพรวมอยู่ในระดับมาก โดยทักษะของผู้บริหารสถานศึกษาที่มีค่าเฉลี่ยสูงที่สุด ได้แก่ ทักษะด้านคุณธรรม จริยธรรม รองลงมา คือ ทักษะด้านการทำงานเป็นทีม ทักษะด้านนวัตกรรม ทักษะด้านเทคโนโลยี ส่วนด้านที่มีค่าเฉลี่ยต่ำที่สุด ได้แก่ ทักษะด้านความคิดสร้างสรรค์ 2) จากผลการเปรียบเทียบทักษะของผู้บริหารสถานศึกษในศตวรรษที่ 21 ในอำเภอแม่ลาว สังกัดสำนักงานพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 2 ประกอบด้วยทักษะด้านเทคโนโลยี ทักษะด้านความคิดสร้างสรรค์ ทักษะด้านนวัตกรรม ทักษะด้านการทำงานเป็นทีม และทักษะด้านคุณธรรมจริยธรรมโดยจำแนกตามเพศและตำแหน่งงาน พบว่า ไม่แตกต่างกัน เมื่อจำแนกตามประสบการณ์ทำงาน พบว่า ทั้งภาพรวมและรายด้านมีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนทักษะด้านคุณธรรม จริยธรรม มีความคิดเห็นที่ไม่แตกต่างกัน
