ROLES OF COMMUNITY LEADERS IN PARTICIPATIVE PROCESS MANAGEMENT IN THE SUFFICIENCY ECONOMY VILLAGE: A CASE STUDY OF BAN TOON TAI, BAN TOON SUBDISTRICT, MUEANGPHAYAO DISTRICT, PHAYAO PROVINCE

Abstract

The objectives of this research were to study the roles of community leaders in the management of the Ban Toon Tai sufficiency economy village, Village No. 1, Ban Toon Sub-district, Mueang Phayao District, Phayao Province. The population used in this research are Ban Toon Tai community leaders, Ban Toon Tai community representative and representatives of agencies involved with village development.We specified 15 main informants which consist of the village headman, the village health volunteer (VHV), the head of the village of the Toon Tai, community development academics, agricultural technical officer, member of BaanToon SAO council, monks and community leaders. This research using quantitative methods with Structure In-depth Interview.The data analysis and research processing were done by describing and explaining the various facts and along with the issues that need to be studied, which were looking in the context of holistic. And then, it was analyzed the results by composing the summary to find knowledge that is consistent with the objectives of the research.

The results of the leadership role and participation in the management of the sufficiency economy village in case study of Ban Toon Tai, Mueang Phayao District, Phayao Province: In the overall of driving the community succeed in living according to the sufficiency economy concept, include social / psychological, economic, learning, natural resources and environment. Strong community leaders, as leaders, planners and group leaders, they coordinate and encourage community members to organize activitie through participation in finding problems and causes of problems, planning, operation, monitoring and evaluation, which successful works have benefit to families and communities. In addition, they have integration of ideas, cooperation, and joint management processes by focusing on the benefits to the public. People in the community have harmoniousness and helping each other under the philosophy of sufficiency economy.

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ ศึกษาบทบาทผู้นำชุมชนในการบริหารจัดการหมู่บ้านเศรษฐกิจพอเพียง และ ศึกษาการมีส่วนร่วมของชุมชนในการบริหารจัดการหมู่บ้านเศรษฐกิจพอเพียง บ้านตุ่นใต้ หมู่ที่ 1 ตำบลบ้านตุ่น อำเภอเมืองพะเยา จังหวัดพะเยา ประชากรที่ใช้ในการศึกษาวิจัยครั้งนี้ได้แก่ ผู้นำชุมชนบ้านตุ่นใต้ ตัวแทนชุมชนบ้านตุ่นใต้และตัวแทนหน่วยงานที่มีส่วนเกี่ยวข้องกับการพัฒนาหมู่บ้าน จำนวน 15 คน ประกอบด้วยผู้ใหญ่บ้าน อาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม.) หัวหน้าคุ้มประจำหมู่บ้าน นักวิชาการพัฒนาชุมชน นักวิชาการเกษตร สมาชิกองค์การบริหารส่วนตำบล พระสงฆ์ และผู้นำชุมชน การศึกษาครั้งนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยใช้แบบสัมภาษณ์แบบมีโครงสร้าง (Structured Interview) ในการเก็บข้อมูล ส่วนการวิเคราะห์ข้อมูลและประมวลผลการวิจัย เป็นการบรรยาย และอธิบายให้เห็นถึงข้อเท็จจริงต่าง ๆ พร้อมกับประเด็นที่ต้องการศึกษาโดยมองในบริบทขององค์รวม (Holistic) แล้วนำผลการวิเคราะห์มาเขียนเรียบเรียงโดยการบรรยายสรุป เพื่อแสวงหาองค์ความรู้ที่สอดคล้องกับวัตถุประสงค์ของการวิจัย

ผลจากการศึกษาบทบาทผู้นำกับการมีส่วนร่วมของชุมชนในการบริหารจัดการหมู่บ้านเศรษฐกิจพอเพียงกรณีศึกษา บ้านตุ่นใต้ อำเภอเมืองพะเยา จังหวัดพะเยา ในภาพรวมการขับเคลื่อนชุมชนประสบความสำเร็จในการดำเนินชีวิตตามแนวคิดเศรษฐกิจพอเพียง ด้านสังคม/จิตใจ ด้านเศรษฐกิจ ด้านการเรียนรู้ ด้านทรัพยากรธรรมชาติและสิ่งแวดล้อม โดยมีผู้นำชุมชนที่เข้มแข็งในฐานะผู้บริหาร ในฐานะผู้วางแผน ในฐานะผู้นำของกลุ่มเพื่อเชื่อมประสานสามารถส่งเสริมให้คนในชุมชนรวมตัวกันในการจัดการกิจกรรมต่าง ๆ ผ่านกระบวนการมีส่วนร่วมในการค้นหาปัญหาและสาเหตุของปัญหา มีส่วนร่วมในการวางแผน มีส่วนร่วมในการฏิบัติงาน มีส่วนร่วมในการติดตามและประเมินผลงาน ซึ่งผลของความสำเร็จดังกล่าวได้เอื้อประโยชน์ต่อครอบครัวและชุมชน ทำให้ชุมชนมีการรวมกลุ่ม ร่วมคิด ร่วมทำ มีกระบวนการจัดการร่วมกันและพึ่งพาอาศัยกันมากขึ้น ภายใต้หลักปรัชญาของเศรษฐกิจพอเพียง
