THE IMPLEMENTATION OF THE POLICY TO PROMOTE THE SAFETY STANDARDS OF THE SCHOOL BUS TRANSPORTATION OF LAMPANG PROVINCIAL LAND TRANSPORT OFFICE IN MUANG LAMPANG DISTRICT, LAMPANG PROVINCE.

Abstract

The purpose of this project is to study the implementation of the policy on the promotion of safety standards for school bus transportation to practice and study the school bus behavior that following by the standard of the student shuttle bus supported in Mueang Lampang District, Lampang Province by Lampang Provincial Land Transport Office. The sample group is the main data group consisted of 5 executives and officers of Lampang Provincial Land Transport Office using a specific sampling method. Data were collected by interview. Data were analyzed by descriptive lectures and student bus drivers in the care area of ​​ Lampang Provincial Land Transport Office. The Accident Sampling method was used to select a sample of 139 questionnaires. The data were analyzed by percentage (%), statistical average (X̅), standard deviation (SD) and variance (S2).

The research results indicated as follows: 1. The implementation of the policy to promote the safety standards of the shuttle bus to the implementation of Lampang Provincial Land Transport Office according to the capability of the organization in implementing the policy, 5 factors. The structure, law enforcement readiness, working integrated with network parties, and public relations are ongoing. The personnel, there are personnel who control, supervise and issue student shuttle licenses and support the implementation of the policy. The budget, no budget has been allocated for implementing this policy. The place, Is the place used for the mission, suitable and is ready for service. Equipment, There is no need to use materials because it is a way to monitor and use existing products for use. 2. Safety practice behaviors of school bus drivers the overall picture is at the level of practice often. Hypothesis test results personal factors affecting the behavior of compliance with the safety standards of different school bus drivers are not different. And in the perception section, it affects the behavior of the safety standards of different student shuttle drivers. Meet was in terms of basic knowledge of the safety of student shuttles, vary ingand in terms of awareness about the safety of student shuttles. การศึกษา “การนำนโยบายการส่งเสริมมาตรฐานความปลอดภัยของรถรับส่งนักเรียนของสำนักงานขนส่งจังหวัดลำปาง ไปปฏิบัติในเขตพื้นที่อำเภอเมืองลำปาง จังหวัดลำปาง” มีวัตถุประสงค์เพื่อศึกษาการนำนโยบายการส่งเสริมมาตรฐานความปลอดภัยของรถรับส่งนักเรียนของสำนักงานขนส่งจังหวัดลำปาง ไปปฏิบัติ และศึกษาพฤติกรรมการปฏิบัติตามมาตรฐานความปลอดภัยของรถรับส่งนักเรียนของผู้ขับขี่รถรับส่งนักเรียน ในเขตพื้นที่อำเภอเมืองลำปาง จังหวัดลำปาง จากการส่งเสริมของสำนักงานขนส่งจังหวัดลำปาง กลุ่มตัวอย่าง คือ กลุ่มผู้ให้ข้อมูลหลัก คือ ผู้บริหารและเจ้าหน้าที่ของสำนักงานขนส่งจังหวัดลำปาง จำนวน 5 คน ใช้วิธีการสุ่มตัวอย่างแบบเฉพาะเจาะจง เก็บข้อมูลโดยการสัมภาษณ์วิเคราะห์ข้อมูลโดยการบรรยายเชิงพรรณนา และ กลุ่มผู้ขับขี่รถรับส่งนักเรียนในพื้นที่การดูแลของสำนักงานขนส่งจังหวัดลำปาง ใช้วิธีการสุ่มตัวอย่างแบบบังเอิญ จำนวน 139 แบบสอบถาม วิเคราะห์ข้อมูลด้วยค่าร้อยละ (%) ค่าเฉลี่ยทางสถิติ (X̅) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) และ ความแปรปรวน (S2)

ผลการศึกษา แบ่งออกเป็น 2 ส่วนดังนี้ 1. การนำนโยบายการส่งเสริมมาตรฐานความปลอดภัยของรถรับส่งนักเรียนไปสู่ปฏิบัติของสำนักงานขนส่งจังหวัดลำปาง ตามสมรรถนะขององค์การในการนำนโยบายไปปฏิบัติ 5 ปัจจัย (วรเดช จันทรศร, 2552) ด้านโครงสร้าง ความพร้อมในการบังคับใช้กฎหมาย การให้ความรู้ มีการทำงานแบบบูรณาการร่วมกันกับภาคีเครือข่าย และมีการประชาสัมพันธ์ อย่างต่อเนื่อง ด้านบุคลากร มีบุคลากรที่ทำหน้าที่ควบคุม กำกับ และออกใบอนุญาตใช้รถรับส่งนักเรียน และสนับสนุนการนำนโยบายไปปฏิบัติ ด้านงบประมาณ ไม่ได้รับการจัดสรรงบประมาณสำหรับนโยบายนี้โดยเฉพาะ ด้านสถานที่ เป็นสถานที่ที่ใช้ในการปฏิบัติภารกิจ มีความเหมาะสม และมีความพร้อมในการให้บริการ ด้านวัสดุอุปกรณ์ ไม่มีความจำเป็นต้องใช้วัสดุ อุปกรณ์ เนื่องจากเป็นการกำกับ ติดตาม และสามารถใช้ของเดิมที่มีอยู่มาประยุกต์ใช้ได้ และ 2. พฤติกรรมการปฏิบัติเกี่ยวกับความปลอดภัยของผู้ขับขี่รถรับส่งนักเรียน โดยภาพรวมอยู่ในระดับการปฏิบัติบ่อยครั้ง ผลการทดสอบสมมติฐาน ปัจจัยส่วนบุคคลที่ส่งผลต่อพฤติกรรมการปฏิบัติตามมาตรฐานความปลอดภัยของผู้ขับขี่รถรับส่งนักเรียนที่แตกต่าง พบว่า ไม่แตกต่างกัน และในส่วนการรับรู้ส่งผลต่อพฤติกรรมการปฏิบัติตามมาตรฐานความปลอดภัยของผู้ขับขี่รถรับส่งนักเรียนที่แตกต่าง พบว่า ในด้านความรู้ความเข้าใจเบื้องต้นเกี่ยวกับความปลอดภัยของรถรับส่งนักเรียน แตกต่างกัน และในด้านการรับรู้เกี่ยวกับความปลอดภัยของรถรับส่งนักเรียน ไม่แตกต่างกัน ซึ่งมีผลมาจากการที่สำนักงานขนส่งจังหวัดลำปาง มีโครงสร้างหน่วยงานที่มีความพร้อม มีปัจจัยที่ส่งผลต่อความสำเร็จในการนำนโยบายไปปฏิบัติ ทั้งด้านบุคลากร ด้านงบประมาณ ด้านวัสดุอุปกรณ์ เครื่องมือเครื่องใช้ และด้านสถานที่
