People Participation in Disaster and Mitigation Performanceat Maenarua SAO in Phayao

Abstract

This study aimed to investigate the participation in the people to work on prevention and mitigation in Maenaruasubdistrict,Phayaoprovince. The samples of this work were executives, government officials, community leaders, and people of Maenaruasubdistrict, which has number of 381 samples. The questionnaires were used for collecting data. The descriptive statistics used in analyzing data were percentage, mean and standard deviation.

The results of this study were as follows: In studies of the people participation. Overall, the participation was at a high level (with an average of 3.83). When considering the items, it was found that the highest participation, which was the average of 3.41. Participation in the benefit sharing and evaluation was at the high level of 3.60, followed by the participation in the operation (the average of 3.40), planning (the average of 3.34), and knowing information and sharing the ideas (the average of 3.30) respectively. The groups of executives, government officials, and community leaders focus on the following issues: the participation in knowing information and sharing the ideas, the benefit and assessment, the participation in the operation and the participation in the planning.

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการดำเนินงาน และศึกษาแนวทางการส่งเสริมการมีส่วนร่วมในการป้องกันและบรรเทาสาธารณภัยในพื้นที่องค์การบริหารส่วนตำบลแม่นาเรือ อำเภอเมือง จังหวัดพะเยา ประชากรที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหาร ข้าราชการ สมาชิกสภาองค์การบริหารส่วนตำบลแม่นาเรือ ผู้นำชุมชน และประชาชน คัดเลือกกลุ่มตัวอย่างโดยกลุ่มผู้บริหาร ข้าราชการ สมาชิกสภาองค์การบริหารส่วนตำบลแม่นาเรือ ผู้นำชุมชน ใช้วิธีการสุ่มแบบเฉพาะเจาะจง ส่วนกลุ่มประชาชนทั่วไปใช้วิธีการสุ่มแบบบังเอิญ รวมกลุ่มตัวอย่างจำนวน 381 คน เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถาม แบบปลายปิด และปลายเปิด สถิติที่ใช้ในการวิเคราะห์ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการศึกษา พบว่า ระดับการมีส่วนร่วมของกลุ่มประชาชน โดยเฉลี่ยรวมทุกด้าน การมีส่วนร่วม อยู่ในระดับมาก (ค่าเฉลี่ย 3.83) เมื่อพิจารณารายข้อ พบว่า การมีส่วนร่วมสูงสุด (ค่าเฉลี่ย 3.41) คือ การมีส่วนร่วม ในการรับผลประโยชน์และติดตามประเมินผล อยู่ในระดับมาก (ค่าเฉลี่ย 3.60) รองลงมาการมีส่วนร่วม ในการดำเนินการ อยู่ในระดับปานกลาง (ค่าเฉลี่ย3.40) การมีส่วนร่วมในการวางแผน อยู่ในระดับปานกลาง (ค่าเฉลี่ย 3.34) และการมีส่วนร่วมรับข้อมูลข่าวสารและร่วมคิดกำหนดความต้องการ อยู่ในระดับปานกลาง (ค่าเฉลี่ย 3.30) ตามลำดับ กลุ่มผู้บริหาร ข้าราชการ ผู้นำชุมชน ในพื้นที่ตำบลแม่นาเรือ ให้ความสำคัญในเรื่องต่อไปนี้ การมีส่วนร่วมรับข้อมูลข่าวสาร และร่วมคิดกำหนดความต้องการ, การมีส่วนร่วมในการรับผลประโยชน์ และติดตามประเมินผล และการมีส่วนร่วมในการวางแผน
