THE STRATEGIES FOR DEVELOP AND PROMOTE SUSTAINABLE COMMUNITY- BASED HERITAGE TOURISM A CASE STUDY OF PONEPISAI DISTRICT, NONGKHAI PROVINCE

Abstract

The research “The Strategies for Develop and Promote Sustainable Community-based Heritage Tourism A Case Study of Ponepisai District, Nongkhai Province” has objective to1) study history capital for a heritage tourism, 2) study strategies to develop heritage tourism on community base, 3) study strategies to promote heritage tourism on community base, and 4) study how to create awareness of participation in the development and promotion of heritage tourism on community base of Ponepisai District, Nongkhai Province This research is a qualitative research employing in depth interviews with 15 informants, including public sector, private sector, community sector, and academic sector. The data were analyzed with SWOT Analysis and TOWS Matrix

The results revealed that 1) Ponepisai District, Nongkhai Province has a high potential to be a destination for a heritage tourism with beauty of nature, the legend of world-renowned Naga fire balls, attractions of culture and history, and traditional festivals that manifest the community identity, and 2) The development and promotion strategies should leverage the phenomenon of Naga fireballs and the preservation of traditional festivals, the development of new festivals, the development of infrastructure and a tourist service centerม using digital technologies for public relations, integrated planning with the participation among public, private, community, and academic sectors, cultivating good host mindset among community members, and brand building strategies to create competitive advantages. The researcher proposed a paradigm entitled “UNITETOUR” as a conceptual framework for creating the development and the promotion of heritage tourism on community base of Ponepisai District, Nongkhai Province including Unity, Network, Integration, Technology, Education, Teamwork, Understanding, and Reputation

การวิจัยเรื่อง “ยุทธศาสตร์การพัฒนาและส่งเสริมการท่องเที่ยวเชิงสืบสานอย่างยั่งยืนบนฐานชุมชน กรณีศึกษาอำเภอโพนพิสัย จังหวัดหนองคาย” มีวัตถุประสงค์เพื่อ 1) ศึกษาทุนทางประวัติศาสตร์และทรัพยากรการท่องเที่ยวเชิงสืบสาน 2) เพื่อศึกษายุทธศาสตร์ในการพัฒนาการท่องเที่ยวเชิงสืบสานบนฐานชุมชน 3) เพื่อศึกษายุทธศาสตร์การตลาดเพื่อส่งเสริมการท่องเที่ยวเชิงสืบสานบนฐานชุมชนและ 4) เพื่อศึกษาการสร้างความตระหนักรู้และการมีส่วนร่วมในการพัฒนาและส่งเสริมการท่องเที่ยวเชิงสืบสานบนฐานชุมชนของอำเภอโพนพิสัย จังหวัดหนองคาย งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพด้วยการรสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ ภาครัฐ ภาคเอกชน ภาคชุมชน และภาควิชาการ จำนวน 15 คน และดำเนินการสังเคราะห์ข้อมูลด้วย SWOT Analysis และ TOWS Matrix

ผลการวิจัยพบว่า 1) อำเภอโพนพิสัย จังหวัดหนองคาย มีศักยภาพโดดเด่นในฐานะเมืองเป้าหมายของการท่องเที่ยวเชิงสืบสาน ด้วยทรัพยากรธรรมชาติที่สวยงามและปรากฏการณ์บั้งไฟพญานาคที่มีชื่อเสียงระดับโลก มีแหล่งท่องเที่ยวทางวัฒนธรรมและประเพณีที่หลากหลาย และมีกิจกรรมประเพณีพื้นบ้านที่สะท้อนเอกลักษณ์ท้องถิ่น 2) ยุทธศาสตร์การพัฒนาและส่งเสริมการท่องเที่ยว ต้องใช้ประโยชน์จากปรากฏการณ์บั้งไฟพญานาค และการอนุรักษ์ประเพณีเดิมควบคู่ไปกับการพัฒนาเทศกาลใหม่ๆ การพัฒนาโครงสร้างพื้นฐานและศูนย์บริการนักท่องเที่ยว ต้องใช้เทคโนโลยีดิจิทัลในการประชาสัมพันธ์ มีการวางแผนแบบบูรณาการด้วยความร่วมมือระหว่างภาครัฐ เอกชน และชุมชน ส่งเสริมบทบาทของชุมชนในฐานะเจ้าบ้านที่ดี และต้องมีการสร้างแบรนด์เพื่อเพิ่มศักยภาพการแข่งขัน ผู้วิจัยนำเสนอกระบวนทัศน์ “UNITETOUR” เป็นกรอบแนวคิดการพัฒนากลยุทธ์การพัฒนาและส่งเสริมการท่องเที่ยวเชิงสืบสานในอำเภอโพนพิส้ย จังหวัดหนองคาย ประกอบด้วย Unity, Network, Integration, Technology, Education, Teamwork, Understanding, และ Reputation
