ADMINISTRATIVE MODEL OF ACTIVITIES FOR DEVELOPING CITIZENSHIP OF STUDENTS IN PRIMARY SCHOOLS UNDER THE OFFICE OF CHONBURI PRIMARY EDUCATION SERVICE AREA

Abstract

The purposes of this research were to 1) study the causal factors influencing the organization of activities aimed at fostering citizenship among students in primary schools under the jurisdiction of the Primary Educational Service Area Offices in Chonburi Province 2) develop a management model for organizing activities that promote citizenship among students in these primary schools and 3) evaluate the developed management model for organizing activities that foster citizenship among students in primary schools under the Primary Educational Service Area Offices in Chonburi Province. A mixed-methods research design was employed and divided into two phases. The first phase, analysis of the causal factors influencing the organization of citizenship-building activities. The sample consisted of 210 teachers and school administrators, using a questionnaire as the data were analyzed using mean calculations and structural equation modeling (SEM) to investigate the causal factors. The second phase, development and evaluation of the management model for organizing activities that promoted citizenship among students. For the model development, a focus group discussion was conducted. For the model evaluation, 30 experts were purposively selected to assess the model using an evaluation form that examined the model’s validity, appropriateness, and feasibility. Data analysis included the use of mean and standard deviation.

The findings were found that 1) The causal factors influencing the implementation of activities aimed at fostering civic-mindedness among students in primary schools include teacher and school administrator factors, budgetary factors, material and equipment factors, and activity management factors. The structural equation model of these causal factors was found to be consistent with empirical data. All identified causal factors were able to predict the implementation of civic-mindedness activities among primary school students at 48.8%. 2) the development of a management model for organizing citizenship-building activities revealed that the model consists of principles, objectives, and processes derived from the research in four key areas: teacher and administrator factors, budget factors, materials and equipment factors, and learning activity management factors. The model is based on Deming's quality cycle (Plan-Do-Check-Act) and 3) The evaluation of the model's accuracy, appropriateness, and feasibility for implementation showed that it was rated at the highest level.

การวิจัยครั้งนี้มี วัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยเชิงสาเหตุของการจัดกิจกรรมเพื่อสร้างความเป็นพลเมืองของนักเรียนในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดชลบุรี 2) สร้างรูปแบบการบริหารกิจกรรมเพื่อสร้างความเป็นพลเมืองของนักเรียนในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดชลบุรี 3) ประเมินรูปแบบการบริหารกิจกรรมเพื่อสร้างความเป็นพลเมืองของนักเรียนในโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดชลบุรี โดยใช้ระเบียบวิธีการวิจัยแบบผสมผสาน แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาปัจจัยเชิงสาเหตุของการจัดกิจกรรมเพื่อสร้างความเป็นพลเมืองของนักเรียนในโรงเรียนประถมศึกษา กลุ่มตัวอย่าง คือ ครูและผู้บริหาร จำนวน 210 คน โดยใช้แบบสอบถาม วิเคราะห์ข้อมูลหาค่าเฉลี่ย และวิเคราะห์สมการเชิงโครงสร้าง ระยะที่ 2 การสร้างและการประเมินรูปแบบการบริหารกิจกรรมเพื่อสร้างความเป็นพลเมืองของนักเรียนในโรงเรียนประถมศึกษา ผู้ทรงคุณวุฒิตรวจสอบรูปแบบด้วยวิธีการสนทนากลุ่ม และผู้เชี่ยวชาญประเมินรูปแบบ จำนวน 30 คน โดยการคัดเลือกแบบเจาะจง โดยใช้แบบประเมินความถูกต้องเหมาะสม และความเป็นไปได้ในการนำไปใช้ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า 1) ปัจจัยเชิงสาเหตุของการจัดกิจกรรมเพื่อสร้างความเป็นพลเมืองของนักเรียนในโรงเรียนประถมศึกษา คือ ปัจจัยด้านครูและผู้บริหาร ปัจจัยด้านงบประมาณ ปัจจัยด้านวัสดุและอุปกรณ์ ปัจจัยด้านการจัดกิจกรรม และสมการโครงสร้างของปัจจัยเชิงสาเหตุสอดคล้องกับข้อมูลเชิงประจักษ์ โดยปัจจัยเชิงสาเหตุทั้งหมดที่ส่งผลต่อการจัดกิจกรรมสามารถใช้บ่งชี้การจัดกิจกรรมเพื่อสร้างความเป็นพลเมืองของนักเรียนในโรงเรียนประถมศึกษา ได้ร้อยละ 48.8 2) ผลการสร้างรูปแบบการบริหารกิจกรรมเพื่อสร้างความเป็นพลเมือง พบว่า รูปแบบการบริหารกิจกรรมเพื่อสร้างความเป็นพลเมืองของนักเรียนในโรงเรียนประถมศึกษา ประกอบด้วย หลักการ วัตถุประสงค์ และกระบวนการจากการวิจัย 4 ด้าน คือ ปัจจัยด้านครูและผู้บริหาร ปัจจัยด้านงบประมาณ ปัจจัยด้านวัสดุอุปกรณ์ ปัจจัยด้านการบริหารกิจกรรมการเรียนรู้ โดยยึดวงจรคุณภาพของเดมมิ่ง (Plan-Do-Check-Act) 3) ผลการประเมินความถูกต้องเหมาะสม และความเป็นไปได้ในการนำไปใช้ของรูปแบบการบริหารกิจกรรมเพื่อสร้างความเป็นพลเมืองของนักเรียนในโรงเรียนประถมศึกษา อยู่ในระดับมากที่สุด
