INFORMATION TECHNOLOGY COMPETENCIES AND APPROACHES TO COMPETENCY DEVELOPMENT OF ADMINISTRATORS UNDER CHIANG RAI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 3

Abstract

The objectives of this research were: (1) to study the information technology competency of school administrators in the digital era, and (2) to explore guidelines for developing such competency. The sample consisted of 332 school administrators and teachers under the Chiang Rai Primary Educational Service Area Office 3. The sample size was determined using Krejcie and Morgan’s table, with stratified random sampling applied. The research instrument was a five-point Likert scale questionnaire with a reliability coefficient of 0.836. Data were analyzed using frequency distribution, percentage, mean, and standard deviation. Additional qualitative data were collected from five purposively selected experts through structured interviews and analyzed using content analysis. The research findings revealed that: 1) The overall level of information technology competency among school administrators in the digital era was high. The highest average score was in the area of vision, followed by technology utilization and administration, implementation, evaluation, and support and promotion. 2) The proposed guidelines for developing information technology competency include having a strategic vision, setting goals based on the school context, promoting learning and collaborative networks, planning the appropriate use of technology, managing resources efficiently, conducting systematic evaluations, utilizing data for administrative improvement, and preparing manuals to support the proper use of technology.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสมรรถนะทางด้านเทคโนโลยีสารสนเทศในยุคดิจิทัล ของผู้บริหารสถานศึกษา และ 2) ศึกษาแนวทางการพัฒนาสมรรถนะทางด้านเทคโนโลยีสารสนเทศในยุคดิจิทัลของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา และครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 3 จำนวน 332 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางของเครจซี่และมอร์แกน ใช้วิธีการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ โดยค่าความเชื่อมั่น ของแบบสอบถามเท่ากับ 0.836 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และกลุ่มผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 5 คน ด้วยวิธีการเลือก แบบเจาะจง เครื่องมือที่ใช้เป็นแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) สมรรถนะทางด้านเทคโนโลยีสารสนเทศในยุคดิจิทัลของผู้บริหาร ภาพรวมอยู่ในระดับมาก โดยด้านที่มีค่าเฉลี่ยสูงสุด ได้แก่ ด้านวิสัยทัศน์ รองลงมา ได้แก่ ด้านการใช้และบริหารและการปฏิบัติงาน ด้านการประเมิน และด้านการส่งเสริมสนับสนุน 2) แนวทางการพัฒนาสมรรถนะด้านเทคโนโลยีสารสนเทศในยุคดิจิทัล ผู้บริหารสถานศึกษาควรมีวิสัยทัศน์เชิงกลยุทธ์ กำหนดเป้าหมายตามบริบทสถานศึกษา ส่งเสริมการเรียนรู้และเครือข่ายความร่วมมือ วางแผนการใช้เทคโนโลยีอย่างเหมาะสม บริหารทรัพยากรอย่างมีประสิทธิภาพ ประเมินผล อย่างเป็นระบบ ใช้ข้อมูลในการพัฒนาการบริหาร และจัดทำคู่มือเพื่อส่งเสริมการใช้เทคโนโลยีอย่างถูกต้อง
