ETHICAL LEADERSHIP OF SCHOOL ADMINISTRATORS UNDER THE OFFICE OF CHIANG RAI PRIMARY EDUCATIONAL SERVICE AREA 3

Abstract

The research aimed to 1) study the ethical leadership of school administrators under the Chiang Rai Primary Education Service Area Office 3 and 2) Compare the ethical leadership of school administrators under the Chiang Rai Primary Educational Service Area Office 3 based on their educational qualifications and work experience. The sample used in this research consisted of 331 educational personnel from schools under the Chiang Rai Primary Education Service Area Office 3, selected using Yamane's formula and employing stratified random sampling. The data collection tool used was a 5-point Likert scale questionnaire. The statistical methods used for data analysis included frequency, percentage, mean, standard deviation, and one-way analysis of variance (ANOVA). When significant differences were found, post hoc pairwise comparisons were made using the Scheffe's method. The findings of the study were as follows: 1) The overall ethical leadership of school administrators under the Chiang Rai Primary Educational Service Area Office 3, on average, is rated at the highest level across all aspects. The aspect with the highest average is honesty, followed by trust, responsibility, and fairness. The aspect with the lowest average is respectability. 2) A comparison of the ethical leadership of school administrators under the Chiang Rai Primary Education Service Area Office 3, classified by educational qualifications, revealed significant statistical differences at the .05 level. When comparing each aspect, significant differences were found in all four areas: respectability, trust, responsibility, and honesty. However, no significant difference was found in the aspect of fairness. When classified by work experience, no overall difference was found. However, when comparing each aspect, significant differences were found in two areas: responsibility and fairness. No significant difference was found in the aspects of respectability, trust, and honesty.

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาภาวะผู้นำเชิงจริยธรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 และ 2) เปรียบเทียบภาวะผู้นำเชิงจริยธรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 โดยจำแนกตามวุฒิการศึกษา และประสบการณ์ ในการทำงาน กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ บุคลากรทางการศึกษาโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 จำนวน 331 คน ซึ่งได้มาโดยใช้สูตรของยามาเน่ โดยใช้วิธีการสุ่มตัวอย่าง แบบแบ่งชั้น (Stratified Sampling) เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถามแบบมาตรประมาณค่า (Rating Scale) 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานใช้การเปรียบเทียบวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) เมื่อพบความแตกต่างอย่างมีนัยสำคัญ โดยการเปรียบเทียบความแตกต่างรายคู่โดยวิธีของเชฟเฟ่ (Scheffe's method) ผลการศึกษาพบว่า 1) ภาวะผู้นำ เชิงจริยธรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 โดยภาพรวมเฉลี่ยอยู่ในระดับมากที่สุดทุกด้าน รายด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านความซื่อสัตย์ รองลงมา คือ ด้านความไว้วางใจ รองลงมา คือ ด้านความรับผิดชอบ รองลงมา คือ ด้านความยุติธรรม ส่วนด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านความน่าเคารพ 2) การเปรียบเทียบภาวะผู้นำเชิงจริยธรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 จำแนกตามวุฒิการศึกษา พบว่า โดยภาพรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อเปรียบเทียบรายด้าน พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ทั้งหมด 4 ด้าน ได้แก่ ด้านความน่าเคารพ ด้านความไว้วางใจ ด้านความรับผิดชอบ และด้านความซื่อสัตย์ ส่วนด้านความยุติธรรม ไม่มีความแตกต่างกัน และจำแนกตามประสบการณ์ในการทำงาน โดยภาพรวม พบว่า ไม่แตกต่างกัน เมื่อเปรียบเทียบ รายด้าน พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ทั้งหมด 2 ด้าน ได้แก่ ด้านความรับผิดชอบ และด้านความยุติธรรม ส่วนด้านความน่าเคารพ ด้านความไว้วางใจ และด้านความซื่อสัตย์ ไม่มีความแตกต่างกัน
