THE CONDITIONS AND NEEDS OF THE LEADERSHIP SYSTEMIN QUALITY SCHOOL UNDER THE OFFICE OF CHIANG RAIPRIMARY EDUCATIONAL SERVICE AREA 1

Abstract

This research aimed to: 1) examine the conditions of leadership systems in quality schools under the Chiang Rai Primary Educational Service Area Office 1, and 2) study the needs assessment of organizational leadership systems in these quality schools.The sample group consisted of 186 administrators and teachers from educational institutions under the Chiang Rai Primary Educational Service Area Office 1 during the 2024 academic year. The research instrument was a five-point rating scale questionnaire. Statistical analysis included percentage, mean, standard deviation, and Priority Needs Index (PNIModified). The research findings revealed that: 1) The current state of leadership systems in quality schools under the Chiang Rai Primary Educational Service Area Office 1 was at a high level overall. 2) The desired state of leadership systems in these quality schools was also at a high level overall. 3) The analysis of the Priority Needs Index (PNI) for leadership systems in quality schools under the Chiang Rai Primary Educational Service Area Office 1, conducted across four key dimensions, revealed the following results. The dimension with the highest modified Priority Needs Index (PNIModified) was strategic leadership capability (PNIModified= 0.160), This was followed by the dimension of results-oriented focus on societal impact (PNIModified = 0.149), and the dimension of creating opportunities for personnel participation (PNIModified = 0.139). The dimension with the lowest priority needs index was monitoring, supervision, and evaluation of potential future impacts (PNIModified = 0.126).

บทความวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพระบบการนำองค์กรในโรงเรียนคุณภาพ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 1, และ 2) เพื่อศึกษาความต้องการจำเป็นระบบการนำองค์กร ในโรงเรียนคุณภาพ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 1 กลุ่มตัวอย่างในการวิจัยครั้งนี้ คือ ผู้บริหารและครูของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 1 ปีการศึกษา 2567 จำนวน 186 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามลักษณะมาตราส่วน ประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าความต้องการจำเป็น Priority Needs Index (PNIModified) ผลการวิจัยพบว่า 1) สภาพปัจจุบันของระบบการนำองค์กรในโรงเรียนคุณภาพ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 1 โดยภาพรวมอยู่ในระดับมาก, 2) สภาพที่พึงประสงค์ของระบบการนำองค์กรในโรงเรียนคุณภาพ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 1 โดยภาพรวมอยู่ในระดับมาก 3) ค่าความต้องการจำเป็นของระบบการนำองค์กรในโรงเรียนคุณภาพ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 1 ทั้ง 4 ด้าน พบว่า ด้านที่มีดัชนี ความต้องการจำเป็นสูงสุด คือ ด้านความสามารถในการนำองค์กรเชิงกลยุทธ์ มีค่า (PNIModified = 0.160) รองลงมา คือ ด้านการมุ่งเน้นผลลัพธ์ ที่มีต่อสังคมมีค่า (PNIModified = 0.149) และด้านการสร้างโอกาสการมีส่วนร่วมของบุคลากร มีค่า (PNIModified = 0.139) และด้านที่มีดัชนีความต้องการจำเป็นต่ำสุด คือ ด้านกำกับ ติดตาม และประเมินผล ต่อผลกระทบ ที่จะเกิดขึ้นในอนาคต มีค่า (PNIModified = 0.126)
