ORGANIZATIONAL HEALTH DEVELOPMENT MODEL ACCORDING TO THE CONCEPT OF SUSTAINABLE DEVELOPMENT OF PRIMARY EDUCATIONAL INSTITUTIONSUNDER THE OFFICE OF THE BASIC EDUCATION COMMISSION

Abstract

This study sought to create a model for enhancing organizational health grounded in the principles of sustainable development for primary schools governed by the Office of the Basic Education Commission. The research methodology comprised three stages: Step 1: Analyze the elements and protocols for enhancing organizational health in primary schools governed by the Office of the Basic Education Commission, utilizing the insights of 400 school administrators and teachers, alongside interviews with 5 experts. The research tools consisted of questionnaires and interview forms. We analyzed the data by ranking the needs from least to most using the Modified Priority Needs Index (PNImodified) and conducting content analysis. Step 2: Development and validation of an organizational health enhancement model grounded in the principles of sustainable development for primary schools under the Office of the Basic Education Commission. The researcher developed the model and evaluated its suitability with nine experts from focus group discussions. The research tools utilized were focus group discussions and appropriateness assessment forms. The data were subjected to content analysis. Step 3 involves assessing how viable and useful the organizational health development model is, which is based on sustainable development principles, for primary schools governed by the Office of the Basic Education Commission. The respondents comprised 397 primary school administrators. The research tools consisted of questionnaires. We analyzed the data using the mean and standard deviation.

The research indicated that 1) the organizational health development model, based on the idea of sustainable development for primary schools under the Office of the Basic Education Commission, included six parts. Component 1: Principles; Component 2: Objectives; Component 3: Components of Organizational Health Development; Component 4: Guidelines for Organizational Health Development Based on Sustainable Development Concept; Component 5: Assessment Criteria for the Model; and Component 6: Key Success Factors. 2) Qualified individuals conducted the evaluation of the organizational health development model, grounded in the sustainable development concept for primary educational institutions under the Office of the Basic Education Commission, and concluded that it was suitable. And 3) The evaluation of the organizational health development model, based on the sustainable development idea for primary schools under the Office of the Basic Education Commission, showed that the model was very practical and useful, successfully meeting the evaluation standards.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการพัฒนาสุขภาพองค์การตามแนวคิดการพัฒนาที่ยั่งยืนของสถานศึกษาระดับประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน วิธีดำเนินการวิจัยแบ่งออกเป็น 3 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 การศึกษาองค์ประกอบและแนวทางการพัฒนาสุขภาพองค์การตามแนวคิดการพัฒนาที่ยั่งยืนของสถานศึกษาระดับประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน โดยการศึกษาความต้องการจำเป็น กลุ่มผู้ให้ข้อมูล คือ ผู้บริหารสถานศึกษาและครูโรงเรียนระดับประถมศึกษา จำนวน 400 คน และการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการจัดเรียงลำดับ ความต้องการจำเป็นจากน้อยไปหามาก โดยวิธี Modified Priority Needs Index (PNImodified) และการวิเคราะห์เนื้อหา ขั้นตอนที่ 2 การสร้างและตรวจสอบรูปแบบการพัฒนาสุขภาพองค์การตามแนวคิดการพัฒนาที่ยั่งยืนของสถานศึกษาระดับประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ผู้วิจัยยกร่างรูปแบบ และตรวจสอบความเหมาะสมของรูปแบบโดยผู้ทรงคุณวุฒิจากการสนทนากลุ่ม จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ ประเด็นการสนทนากลุ่ม และแบบประเมินความเหมาะสม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา และขั้นตอนที่ 3 การประเมินความเป็นไปได้และ ความเป็นประโยชน์ของรูปแบบการพัฒนาสุขภาพองค์การตามแนวคิดการพัฒนาที่ยั่งยืนของสถานศึกษาระดับประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน กลุ่มผู้ให้ข้อมูล คือ ผู้บริหารสถานศึกษาโรงเรียนระดับประถมศึกษา จำนวน 397 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม วิเคราะห์ข้อมูลด้วยค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า 1) รูปแบบการพัฒนาสุขภาพองค์การตามแนวคิดการพัฒนาที่ยั่งยืนของสถานศึกษาระดับประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ประกอบด้วย 6 องค์ประกอบ ได้แก่ องค์ประกอบที่ 1 หลักการ องค์ประกอบที่ 2 วัตถุประสงค์ องค์ประกอบที่ 3 องค์ประกอบการพัฒนาสุขภาพองค์การ องค์ประกอบที่ 4 แนวทางการพัฒนาสุขภาพองค์การตามแนวคิดการพัฒนาที่ยั่งยืน องค์ประกอบที่ 5 แนวทางการประเมินรูแปบบ และองค์ประกอบที่ 6 ปัจจัยแห่งความสำเร็จ 2) ผลการตรวจสอบรูปแบบการพัฒนาสุขภาพองค์การตามแนวคิดการพัฒนา ที่ยั่งยืน ของสถานศึกษาระดับประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานโดยผู้ทรงคุณวุฒิ พบว่า มีความเหมาะสม และ 3) ผลการประเมินรูปแบบการพัฒนาสุขภาพองค์การตามแนวคิดการพัฒนาที่ยั่งยืนของสถานศึกษาระดับประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน พบว่า มีผลการประเมินความเป็นไปได้และความเป็นประโยชน์ของรูปแบบการพัฒนาสุขภาพองค์การตามแนวคิดการพัฒนาที่ยั่งยืนของสถานศึกษาระดับประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาพรวม อยู่ในระดับมาก ผ่านเกณฑ์การประเมิน
