A study of conditions and problems of participation management in nurseries under the local administration of Ngao District, Lampang Province.

Abstract

This research aims to study of condition and Problems of Participatory Management of Child Development Centers under Local Government Organization in Ngao District, Lampang Provinec. Integrated Research target groups used in this study are : Executive Committee of Child Development Center in Ngao District, Lampang Province include 10 of the subdistrict administrative organizations. Vice President of the Subdistrict Administrative Organization supervising the education of 10 persons. 9 academic educators. 25 child care teachers. 75 parent representatives and 111 communityrepresentatives. There were 240 persons. Data were collected using questionnaires and interview forms statistics used in data analysis include frequency percent average and standrad deviation.

The research founf that 1) State of participation in the management of child development centers under the local administration in Ngao District,Lampang Province. Including 3 sides the average was moderate sort by average to least participation in monitoring, evaluation and evaluation was the highest secondary participation in planning and participation in the implementation of the order. 2) The problem of participation in the management of the child development center under the local govemment organization in Ngao District,Lampang Province. 2.1) Mast parents and community do not understand the involvement I do not know that it is part of the plan to develop a child development center to plan or plan meetings parents are less involved in planning and community leaders agree that young children in the early childhood center do not see the importance. 2.2) Participation in practice the problem is the context of the community is and agricultural community so that participation in the activities of the Child Development Center is often supported by the community and parents lack of knowledge about the work and development of preschool children Teachers do not have enough children the development budget is insufficient. 2.3) The problems encountered in participatory control, monitoring and evaluation were the child development center under the jurisdiction of the local administration shall monitor and evaluate the activities of the child development center every year. It is on assessment by practitioners or teachers and staff only.

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ ศึกษาสภาพและปัญหาการบริหารจัดการแบบมีส่วนร่วมของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตอำเภองาว จังหวัดลำปาง กลุ่มเป้าหมายที่ใช้ในการศึกษาครั้งนี้ ได้แก่ คณะกรรมการบริหารศูนย์พัฒนาเด็กเล็ก ในเขตอำเภองาว จังหวัดลำปาง ประกอบด้วย นายกองค์การบริหารส่วนตำบล จำนวน 10 คน รองนายกองค์การบริหารส่วนตำบลที่กำกับดูแลการจัดการศึกษา จำนวน 10 คน นักวิชาการศึกษา จำนวน 9 คน ครูผู้ดูแลเด็ก จำนวน 25 คน ตัวแทนผู้ปกครอง จำนวน 75 คน และตัวแทนจากชุมชน จำนวน 111 คน รวมทั้งสิ้น จำนวน 240 คนเก็บรวมรวมข้อมูลโดยใช้แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า 1) สภาพการมีส่วนร่วมในการบริหารจัดการของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตอำเภองาว จังหวัดลำปาง โดยรวมทั้ง 3 ด้าน มีค่าเฉลี่ยอยู่ในระดับปานกลาง เรียงลำดับค่าเฉลี่ยจากมากไปน้อย คือ ด้านการมีส่วนร่วมในการควบคุม ติดตาม และประเมินผล มีค่าเฉลี่ยมากที่สุดรองลงมา คือ ด้านการมีส่วนร่วมในการวางแผน และด้านการมีส่วนร่วมในการปฏิบัติตามลำดับ 2) ปัญหาการมีส่วนร่วมในการบริหารจัดการของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตอำเภองาว จังหวัดลำปางพบว่า 2.1) ผู้ปกครองและชุมชนส่วนมากไม่เข้าใจถึงการมีส่วนร่วม ไม่ทราบว่าตนนั้นเป็นส่วนหนึ่งในการร่วมวางแผนเพื่อพัฒนาศูนย์พัฒนาเด็กเล็ก ในการจัดทำแผนหรือการประชุมเพื่อวางแผน ผู้ปกครองเข้ามามีส่วนร่วมในการวางแผนต่าง ๆ น้อย และผู้นำชุมชนเห็นว่าเด็กในศูนย์พัฒนาเด็กเล็กยังมีอายุน้อย จึงไม่เห็นความสำคัญ 2.2) ด้านการมีส่วนร่วมในการปฏิบัติ ปัญหาที่พบ คือ บริบทของชุมชนเป็นชุมชนเกษตรกรรม ดังนั้น การมีส่วนร่วมในการปฏิบัติกิจกรรมของศูนย์พัฒนาเด็กเล็ก จึงมักไม่ได้รับความร่วมมือจากชุมชน และผู้ปกครองเท่าที่ควร ขาดความรู้ความเข้าใจเกี่ยวกับงาน และพัฒนาการของเด็กก่อนวัยเรียน จำนวนบุคลากร (ครู) มีจำนวนไม่เพียงพอกับจำนวนเด็ก งบประมาณสนับสนุนการพัฒนายังไม่เพียงพอ 2.3) ด้านการมีส่วนร่วมในการควบคุม ติดตาม และประเมินผล ปัญหาที่พบ คือ ศูนย์พัฒนาเด็กเล็กในสังกัดองค์กรปกครองส่วนท้องถิ่น มีการติดตามและประเมินผล การจัดกิจกรรมต่าง ๆ ของศูนย์พัฒนาเด็กเล็กทุกปี แต่ทั้งนี้ก็เป็นเพียงการประเมินที่เกิดขึ้นจากผู้ปฏิบัติหรือครูผู้สอน และเจ้าหน้าที่เท่านั้น
