DESIRABLE CHARACTERISTICS OF SCHOOL ADMINISTRATORS IN THE21ST CENTURY, PHAYAO PRIMARY EDUCATION SERVICE AREA OFFICE 1

Abstract

The objectives of this research are: 1) Study the desirable characteristics of school administrators in the 21st century affiliated with the Office of the Basic Education Commission, Phayao Education Area Office 1. 2) Compare the desirable characteristics of school administrators in the 21st century affiliated with the Office of the Basic Education Commission, Phayao Education Area Office 1, categorized by educational attainment, work experience, and school size. The sample group consists of school administrators and acting school administrators affiliated with the Office of the Basic Education Commission, Phayao Education Area Office 1, totaling 66 individuals. The research instrument used is a questionnaire with a 5-level Likert scale. Statistical analysis includes frequency, percentage, mean, standard deviation, t-test, F-test, One-way ANOVA, and Scheffe's method for pairwise comparison when significant differences are found.

The research findings are as follows:

1. The desirable characteristics of school administrators in the 21st century affiliated with the Office of the Basic Education Commission, Phayao Education Area Office 1, are generally at a high level overall and in each aspect. The aspects ranked from highest to lowest are creativity, communication, innovation and technology, motivation, academic leadership, ethics, and vision.

2. When comparing the desirable characteristics of school administrators in the 21st century affiliated with the Office of the Basic Education Commission, Phayao Education Area Office 1, categorized by educational attainment, overall and in each aspect, there were statistically significant differences at the .01 level. Categorized by work experience, there were statistically significant differences at the .01 level overall and in each aspect. Categorized by school size, there were statistically significant differences at the .01 level overall. When considering each aspect, differences were statistically significant at the .01 level for communication, innovation and technology, vision, and academic leadership, while there were no statistically significant differences at the .01 level for creativity, motivation, and ethics.

การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาคุณลักษณะอันพึงประสงค์ของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพะเยา เขต 1 2) เพื่อเปรียบเทียบคุณลักษณะอันพึงประสงค์ของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพะเยา เขต 1 จำแนกตาม วุฒิการศึกษา ประสบการณ์ในการทำงาน และขนาดของสถานศึกษา กลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ ผู้บริหารสถานศึกษา และรักษาการในตำแหน่งผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพะเยา เขต 1 จำนวน 66 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถาม ซึ่งเป็นแบบมาตรประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน การทดสอบ t-test การทดสอบ F-test การวิเคราะห์ความแปรปรวนทางเดียว และเมื่อพบความแตกต่างจึงทำการเปรียบเทียบค่าเฉลี่ยรายคู่ผลการวิจัยพบว่า

1) คุณลักษณะอันพึงประสงค์ของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา พะเยา เขต 1 โดยภาพรวมอยู่ในระดับมาก และรายด้านอยู่ในระดับมาก โดยเรียงลำดับ จากมากไปหาน้อยได้ดังนี้ ด้านความคิดริเริ่มสร้างสรรค์ ด้านการสื่อสาร นวัตกรรม และเทคโนโลยี ด้านการสร้างแรงจูงใจ ด้านภาวะผู้นำทางวิชาการ ด้านคุณธรรม จริยธรรม และด้านวิสัยทัศน์ ตามลำดับ

2) ผลการเปรียบเทียบคุณลักษณะอันพึงประสงค์ของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาพะเยา เขต 1 จำแนกตามวุฒิการศึกษา พบว่า โดยภาพรวม และรายด้านมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 จำแนกตามประสบการณ์ในการทำงานพบว่า โดยภาพรวม และรายด้านมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และจำแนกตามขนาดของสถานศึกษา พบว่า โดยภาพรวมมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เมื่อพิจารณารายด้านพบว่า ด้านการสื่อสาร นวัตกรรม และเทคโนโลยี ด้านวิสัยทัศน์ และด้านภาวะผู้นำทางวิชาการ มีความแตกต่างกันอย่างมีนัยสำคัญ ทางสถิติที่ระดับ .01 ส่วนด้านความคิดริเริ่มสร้างสรรค์ ด้านการสร้างแรงจูงใจ และด้านคุณธรรม จริยธรรมไม่มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01
